AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $521,000 00 FOR THE PURPOSE OF
FUNDING THE IMPLEMENTATION OF THE HOUSING OPPORTUNITIES FOR PERSONS
WITH AIDS (HOPWA) PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $521,000 00 for the purpose of funding the implementation of the housing
opportunities for persons with AIDS (HOPWRI program
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, ino~>erative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisio~.~s of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its ;passage, and it is so ordained

SUBJECT SUBMISSION OF THE 1995 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
(HOPWA) APPLICATION TO THE U S DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD) AND CONTRACTS WITH SERVICE PROVIDERS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit and accept, if offered, a grant application to the U
S Department of Housing and Urban Development (HUD), as a part of the Consolidated
Plan, for implementation of the Housing Opportunities for Persons with AIDS (HOPWA)
Program in the amount of 5521,000 00, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5521,000 00 from increased revenue, and
3 Authorize the City Manager to execute contracts with the agencies recommended for
funding, totalling 5505,370, as outlined in the discussion section of this M&C, to undertake
activities eligible under the HOPWA Program, and
4 Expend 515,630 (3% of the grant) for the City's administration of the grant, and
5 Authorize the Accounting Division of the Fiscal Services Department, subject to HUD
approval and the City Manager's acceptance of the grant, to establish the HOPWA project
accounts in the City of Fort Worth's financial accounting system
DISCUSSION.
In fiscal year 1995-1996, the City will, for the first time, be eligible to receive 5521,000
under the Housing Opportunities for Persons with AIDS (HOPWA) program Eligibility is based
on the number of HIV/AIDS cases in the Fort Worth Metropolitan Statistical Area which consists
of Tarrant, Johnson, Parker and Hood counties As the largest City in the four-county area, the
funds received by the City of Fort Worth are intended to serve residents of all four counties
The following act~vit~es are eligible under the HOPWA program
1 Housing Information Services including, but not limited to counseling, information, and
referral services, which may include fair housing counseling,
2 Resource Identification to establish, coordinate and develop housing assistance resources
for eligible persons (including researching the feasibility of specific housing related
initiatives ),

3 Acquisition, Rehabilitation, Conversion, Lease and Repair of facilities to provide housing and
services,
4 New Construction for single room occupancy and community residences only,
5 Project or Tenant Based Rental Assistance for shared housing arrangements,
6 Short Term Rent/Mortgage or Utility Assistance to prevent homelessness of the tenant or
mortgagor of a dwelling,
7 Supportive Services including, but not limited to health, mental health, assessment,
permanent housing placement, drug and alcohol treatment and counseling, day care,
personal assistance, nutritional services, intensive care and assistance in gaining access
to local, state and federal benefits and services,
8 Operating Costs for housing includes maintenance, security, operation, insurance, utilities,
furnishings, equipment and .supplies,
9 Technical Assistance in establishing and operating a community residence, including
planning and other pre-development or pre-construction expenses,
10 Each grantee may not use more than three percent (3%) of the grant amount for its own
administrative costs and each subrecipient may not use more than seven percent (7%) of
the amounts received for its own administrative costs,
The City issued a Request for Proposals, which was published in the Fort Worth Star Telegram
on January 29 and 30, 1995 The three proposals received were reviewed by an ad hoc
committee consisting of one member of the Community Development Council, a representative
from the Tarrant County Health Department who had administered anine-county HOPWA grant
(prior to the City of Fort Worth being designated an entitlement community), a registered nurse
employed by the City's Health Department's Sexually Transmitted Disease Clinic, and an
employee of the Tarrant County Mental Health Association

operating budgets, as appropriated, in the Grants Fund
