AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND IN THE AMOUNT OF $89,202 00 FOR THE PURPOSE OF
FUNDING MATCHING FUNDS FOR THE JUSTICE DEPARTMENT'S MAKING OFFICER
REDEPLOYMENT EFFECTIVE (MORE) GRANT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Special Trust Fund in the
amount of $89,202 00 for the purpose of funding matching funds for the Justice
Department's Making Officer Redeployment Effective (MORE) Grant
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT COMMUNITY ORIENTED POLICING SERVICES (COPS) PHASE I AND MAKING
OFFICER REDEPLOYMENT EFFECTIVE (MORE) GRANTS
RECOMMENDATION
It is recommended that the City Council
1 Rescind recommendation #2 and #3 of M&C G-10908 passed on 12/13/94 appropriating
and transferring 5148,424 from the Special Trust Fund to the Grant Fund, and
2 Authorize the transfer of $148,424 from the Crime Control District Fund to the Grants Fund
to serve as the cash match for the COPS Phase I Grant, and
3 Accept a COPS MORE Grant from the Justice Department in the amount of 5248,406, and
4 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Special Trust Fund by 589,202 from increased revenues, and
5 Authorize the transfer of 589,202 from the Special Trust Fund to the Grants Fund to serve
as the cash match for the COPS MORE Grant, and
6 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5337,608 from increased revenues
DISCUSSION
On October 12, 1993, a grant application was submitted to the Justice Department for a
supplemental police officer grant during the initial phase of this program The grant called for
20 additional Neighborhood Police Officer (NPOs) who would specialize in gang issues, and was
fora 3 year period There were 3 rounds in the initial program and while the grant received a
favorable review it did not place high enough in the competition to receive funding After the
passage of the Crime Bill additional grants from Phase I were funded, including the Fort Worth
Police Department application
A change in program guidelines allowed the use of 550,885 in federal funds as partial cost of
refurbishing 12 police vehicles and purchasing 20 portable radios An additional 563,615 is
required for covering the cost of these item ,and 584,409 is required as cash match In M&C
G-10908, approved on December 13, 199 these funds were allocated from Awarded Assets,
but they were also included in the proposed Crime Control District budget for Year One, or fiscal
year 1995-96 In order to conserve awarded assets for use in other grants we are requesting
that the funds originally allocated be returned to the Special Trust Fund and replaced with
budgeted funds from the Crime Control District

OFFICER REDEPLOYMENT EFFECTIVE (MORE) GRANTS
The initial COPS Supplemental grants and COPS Phase I grants allocated funds for only salaries,
fringe benefits, and a small percentage of funds for necessary supplies and/or equipment After
input from many sources the Department of Justice issued/created the above grant category,
which allows the use of funds for non-sworn personnel, equipment, and overtime, if it can be
shown that the use of these funds makes more sworn personnel available for community policing
or in some other way enhances community policing ,
The police department has received a COPS MORE grant award which provides funds for hiring
7 additional retired police personnel to serve as desk personnel in police facilities, computer
equipment for the various Neighborhood Policing District (NPD) facilities, and a civilian employee
to assist with computer enhancements and compiling statistics required by the grant The grant
budget is 5337,608, with 5248,406 coming from federal funds and 589,202 as local matching
funds The grant period is from October 1, 1995 through September 30, 1996
Due to the competitive nature of both these grant applications indirect costs were not included
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations, the
funds will be available in the current operating budgets, as appropriated, in the Special Trust and
Grants Funds
