AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$417,250.00 FOR THE PURPOSE OF FUNDING THE FEDERAL NONPOINT
SOURCE POLLUTION PROGRAM TO IMPLEMENT A WATERSHED
MANAGEMENT STRATEGY FOR THE UPPER WEST FORK TRINITY RIVER,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $417,250.00 for the purpose of funding the Federal Nohpoint Source Pollution
Program to Implement a Watershed Management Strategy for the Upper West Fork Trinity River
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative. of Ordinance No. 11645 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE GRANT
APPLICATION FOR FEDERAL NONPOINT SOURCE POLLUTION PROGRAM FUNDS TO
IMPLEMENT A WATERSHED MANAGEMENT STRATEGY FOR THE UPPER WEST
FORK OF THE TRINITY RIVER
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit a grant application to the Texas State Soil and Water
Conservation Board in the amount of 5206,250 00 for federal nonpoint source pollution
program funds to implement a watershed management strategy for the Upper West Fork
of the Trinity River, and to accept such grant funds is offered, and
2 Authorize the City Manager to apply and accept funds in the amount of 5136,500 00 for
grant match from Texas Water Development Board and Trinity River Authority, and
3 Authorize the City Manager to approve the use of City in-kind services for an amount not
to exceed 574,500 00, and
4 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriation in 'the Grants Fund by 5417,250 00 increased revenue
DISCUSSION
On October 15, 1991, the City Council approved the implementation of Phase II restoration work
for Lake Worth under the federal Clean Lakes program (M&C G-9340) One of the tasks under
this program included the development of a watershed management strategy for the Upper West
Fork of the Trinity River The strategy is near completion, and the project consultants will
recommend that the strategy to control nonpoint source pollutants be implemented by using an
Integrated Resource Management process Under this process, a collaborative partnership would
be established among those who live and work in the watershed area, along with interested
citizens and government agencies, to draft, adopt and implement effective pollution control
measures -These- efforts will continue the City's program to protect one of the City's primary
drinking water sources by controlling pollutants before they enter the system

FORK OF THE TRINITY RIVER
The proposed project entitled "Partnership for the Upper West Fork of the Trinity River" includes
in-kind services by City staff for an amount not to exceed $74,500 00 Federal grant funding
in the amount of $206,250 00 is proposed, and an estimated amount of $136,500 00 will be
requested in grant matching funds from other non-federal agencies, such as the Texas Water
Development Board and Trinity River Authority Federal nonpoint source grant funds require a
40 percent minimum local match Under the federal nonpoint source grant program, public
education is not an eligible cost, so in-kind services for a portion of the public education. effort
will be provided by Water Department public education staff Also, in-kind services for grant
administration will be provided by Water Department grant administrative staff
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and execution of the above
recommendations, funds required for this project will be available in the current operating budget,
as appropriated, of the Grants Fund.
