AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
(:IVIL SERVICE POSITIONS AT EACH CLASSIFICATION IN THE
l?OLICE DEPARTMENT FOR THE FISCAL YEAR 1993-1994; PROVID-
:CNG FOR THE CREATION OF ONE ADDITIONAL POLICE OFFICER
JPOSITION; PROVIDING FOR THE DELETION OF ONE CAPTAIN
]POSITION; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULA-
TIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN
aEFFECTIVE DATE.
:BE IT HEREBY KNOWN:
'WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total number of authorized
civil service positions at each classification in the Police
Department for the remainder of the 1993-1994 Fiscal Year; and
WHEREAS, the City's most recent ordinance concerning the
authorized and budgeted positions for the Police Department
adjua~ted the Department's civil service staffing as follows:
Police Officers 715
Corporal/Detectives 173
Sergeants 113
Lieutenants 43
Captains 13
Deputy Chiefs 5
TOTAL
1062
WHEREAS, pursuant to the continuing efforts to provide the
citi;aens of Fort Worth the most efficient and effective police
protection possible, the Police Chief has requested permission to
estaiblsh one addition police officer position to provide for the
establishment and operation of the Neighborhood Asian Storefront
Program to improve Police Department relations with the Asian
residents in the community; and
WHEREAS, the Police Chief has further requested that one
position at the rank of Captain, which is currently vacant due to

SECTION 2.
~~he "Mayor and Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby expressly
incorporated herein by reference for further clarification and
explanation of the purposes and intent of the Council in their
adoption of this ordinance.
SECTION 3.
This ordinance shall be cumulative of all provisions of
previous ordinances and of the Code of the City of Fort Worth,
Texas (1986), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of prior civil
service staffing ordinances for the Police Department and such
Code, in which event conflicting provisions of such ordinances and
such Code provisions are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconsti-
tuti~~nal by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.

the retirement of a Captain on January 31, 1994, be deleted as an
offset so that the total authorized strength of the Department
remains the same. The intention to delete this Captain's vacancy
was expressed in prior Ordinance #11325; and
'WHEREAS, the Police Chief now requests the Council to adjust
the authorized number of Police Department civil service positions
into conformity with the proposed changes as set forth immediately
above in order to effect efficient economy of the operations of the
City's municipal services; and
WHEREAS, the specification and authorization of the correct
number of budgeted civil service positions by ordinance is required
by Chapter 143, Texas Local Government Code;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That effective immediately upon passage of this ordinance, the
following positions are the only civil service positions authorized
in tlhe City of Fort Worth Police Department for the remainder of
the fiscal year 1993-1994 or until modified by subsequent ordi-
nance:
Police Officers 716
Corporal/Detectives 173
Sergeants 113
Lieutenants 43
Captains 12 **
Deputy Chiefs 5
TOTAL 1062
* Creates one additional Police Officer's position.
** Deletes one Captain's position.

SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

RECOMMENDATION.
It is recommended that the City Council adopt the attached ordinance specifying the authorized
positions iri the Police Department, increasing by one the number of authorized Police Officer
positions and decreasing by one the number of Captain positions
DISCUSSION
do May 20, 1993 the City Council through M&C G-10188 authorized the Police Department to
increase tf~e number of Captain positions authorized in the department by one for a total of
thirteen Captain positions The ordinance #11325 creating the additional Captain position
specified pit the time of the next vacancy the additional position would be deleted With the
retirement. of a Captain on January 31, 1994 this position is to be deleted
The additi~~nal Police Officer position will be for the Neighborhood Asian Storefront Grant from
the Texas Criminal Justice Division The Asian storefront will enable the department to establish
a presence: in the Asian community offering services resulting in the formation of a partnership
between t:he residents and the police department This partnership will help the department
reduce crime and provide a location where resident's can receive assistance, eliminate the
language (barrier between the department and the community In addition it will increase the
ability of ithe department to identify Asian gang members and increase the reporting of crime
through a lessening of fear and the establishment of trust between the department and the
community
On October 1, 1993 the department was authorized ten additional Police Officer positions as
Neighborhiood Patrol Officers which gives the department an authorized strength of 1,062 civil
service positions
The department's authorized civil service strength will remain at 1,062 and the authorized civil
service positions will be as follows
