ORDINANCE NO
AN ORDINANCE AMENDING SECTION 7-47, II, OF THE CODE OF THE CITY OF
FORT WORTH, TEXAS (1986), TO AMEND SECTION 3305 OF THE FORT WORTH
BUILDING CODE ALLOWING FOR A REDUCTION OF FIRE RATED CONSTRUCTION OF
EXIT CORRIDORS AND ELEVATOR LOBBY DOORS; PROVIDING THAT THIS
ORDINANCE IS CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL
NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That Section 7-47, II, of the Code of the City of Fort Worth, Texas (1986),
as amended, is hereby amended by removing the existing comments concerning
Section 3305 (g) and (h) and replacing with the following
Section 3305 (q) unchancTed except that Exception #5 is changed and
Exceptions #8 and #9 are added to read as follows
5 In Group B, Division 2 Occupancies, corridors shall
not be required to be protected when the entire story in which
the occupancy is located is protected by an approved automatic
sprinkler system throughout
Use of this exception will not permit the use of non-
rated corridors in the following
-for the exit enclosure separation in the Exception of Section
3303 (c)
-to obtain the 100 foot travel distance increase of the first
paragraph of Section 3303 (d)
-to convey air to or from rooms as stated in Section 1002 (a)
of the Mechanical Code except that private corridors within
a single tenant space may be used to convey air provided that
smoke detectors are installed within the tenant corridor in
accordance with their listing
8 Except for Groups H, I and R-1 Occupancies,
corridors shall not be required to be protected when the
building is protected by an approved automatic sprinkler system
throughout
Use of this exception will not permit the use of non-
rated corridors in the following
-for the exit enclosure separation in the Exception of Section
3303 (C)
-to obtain the 100 foot travel distance increase of the first
paragraph of Section 3303 (d)
-to convey air to or from rooms as stated in Section 1002 (a)
of the Mechanical Code
9 Corridors within a single tenant of Group B,
Division 2 Occupancy need not have walls and ceilings of fire-
resistive construction provided that
A Smoke detectors are installed within the
corridor in accordance with their listings;
B The actuation of the smoke detectors
provides an alarm audible within the space;
and
C The smoke detectors are connected to the
building's fire-alarm system where such a
system is provided
Section 3305 (h) 1 is unchanged with the addition of Exception #3 to read
as follows

3 When one-hour rated elevator lobbies are required
r. by Section 1807 (h) but public corridors are not required to
• be rated by Section 3305 (g), the lobby doors are still
required but may be non-rated
Section 3305 (h) 2 is.unchanaed with the addition of Exception #2 to read
as follows
2 Fixed, approved 1/4-inch-thick wired glass
installed in steel frames shall be accepted as three-fourths
hour fire-protection rating
SECTION 2
That all of the provisions of Section 7-47, II, of the Code of the City of
Fort Worth, as hereby amended, shall continue and remain in force and effect
SECTION 3
This ordinance shall be cumulative of all provisions of ordinances and of
the Code of the City of Fort Worth, Texas (1986), as amended, except where the
provisions of this ordinance are in direct conflict with the provisions of such
ordinances and such Code, in which event conflicting provisions of such
ordinances and such Code are hereby repealed
SECTION 4
It is hereby declared to be the intention of the City Council that the
sections, paragraphs, sentences, clauses, and phrases of this ordinance are
severable, and, if any phrase, clause, sentence, paragraph, or section of this
ordinance shall be declared void, ineffective, or unconstitutional by the valid
judgment or final decree of any court of competent jurisdiction, such voidness,
ineffectiveness, or unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs, and sections of this ordinance, since
the same would have been enacted by the City Council without the incorporation
in this ordinance of any such void, ineffective, or unconstitutional phrase,
clause, sentence, paragraph, or section
SECTION 5
All rights and remedies of the City of Fort Worth, Texas, are expressly
saved as to any and all violations of the provisions of the Building Code or any
other ordinances affecting the Building Code which have accrued at the time of
the effective date of this ordinance; and, as to such accrued violations and all
pending litigation, both civil and criminal, whether pending in court or not,
under such ordinances, same shall not be affected by this ordinance but may be
prosecuted until final disposition by the courts
SECTION 6
The City Secretary of the City of Fort Worth is hereby directed to publish
the caption and effective date of this ordinance for two (2) days in the official
newspaper of the City of Fort Worth, Texas, as authorized by Section 2, Chapter
XXV of the Charter of the City of Fort worth, Texas and by Section 52 013 (a) of
the Texas Local Government Code
SECTION 7
This ordinance shall be in full force and effect thirty (30) days after its
passage and publication, and it is so ordained

RECOMMENDATION
It is recommended by the Construction and Fire Prevention Board of Appeals that the City
Council adopt the attached ordinance to amend the Building Code of the City of Fort Worth
DISCUSSION
Attached is a proposed ordinance to amend sections of the Building Code reducing the
requirements for fire rated construction for exit corridors and explaining the construction
requirements of~elevator lobbies
In the recent adoption of the new Building Code (OCT 93), old outdated local amendments that
eliminated fire rated construction of exit corridors were dropped and new adjustments were made
to encourage and reward those buildings that installed sprinkler systems Subsequent
information presented to the Board has led them to believe that this initial move will, prove to be
an unacceptable financial burden on existing nonsprinklered buildings
After discussion and review, the Board has accepted and recommends adoption of a revision that
allows a reduction in requirements for nonsprinklered buildings and expands the adjustments for
those who install sprinklers The reduction for nonsprinklered buildings is not a total elimination
of fire rating as the old code allowed but accepts a trade off for smoke detection and alarm
installation As such, it is a step toward a higher level of life safety but at a feasible financial
level
Changes in the elevator lobby section are more an explanation of what design is now acceptable
by code than it is a code change
All during its review of the proposed ordinance, the Board considered each item in the basic code
to insure
a) that requirements are necessary to provide a minimum level of safety, and
b) the most economical way to achieve the minimum level of safety was reached, and
c) consideration was given to optimize the desires of Council to encourage development
and construction
