AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF
$100,000.00 FOR THE PURPOSE OF AMENDING AND EXPANDING
THE CITY'S CONTRACT WITH TEXAS MUNICIPAL SERVICES,
INC., MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the General Fund in the amount of $100,000 00 for the purpose of amending and
expanding the City's contract with Texas Municipal Services, Inc.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

MUNICIPAL COURT COLLECTION SERVICES
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Adopt the attached supplemental appropriations ordinance increasing estimated receipts
and appropriations in the General Fund by S 100,000 00 from increased revenues, and
2 Execute an amendment to the City's contract with Texas Municipal Services, Inc , (TMS)
in order to
a Release additional delinquent citations, warrants and time payment plan cases for
collection service, and
b Provide TMS with monthly downloads of citations as they become over 90 days
delinquent, time payment plan cases over 30 days delinquent and warrants more than
90 days old, and
c Accept a revised collection service fee schedule
DISCUSSION
On July 13, 1994, the contract between the City of Fort Worth and Texas Municipal Services,
Inc , (TMS) was extended to continue collection services for a period of twelve months The
new contract period began July 9, 1994 and ends July 9, 1995 Compensation for services was
specified at 30% of actual monies collected less any fees and court costs required or permitted
by state law However, no additional cases were referred to TMS under the extended contract
TMS simply continued to provide collection services on cases referred under the original contract
in July 1993
Expanding the scope of the contract by referring additional cases will significantly assist with the
disposition of pending Municipal Court cases Expansion will entail referring approximately
79,000 additional delinquent citations older than 90 days In addition, approximately 9,200 time
payment plan cases more than 30 days delinquent and 39,000 additional warrants, more than
180 days old, will be referred for collection service
Monthly follow-up downloads will provide TMS with continual referrals as citations become over
90 days delinquent, as warrants become over 90 days old, and as time payment plan cases
become over 30 days delinquent

SUBJECT AMENDMENT OF CONTRACT WITH TEXAS MUNICIPAL SERVICES, INC (TMS) FOR
MUNICIPAL COURT COLLECTION SERVICES
TMS extends a revised service fee schedule based on the type of case worked Instead of a
fixed 30% of actual monies collected, less fees and court costs, amended collection fee
percentages are based on
-30% of the amount collected, net of court costs, on cases previously referred to TMS,
-25% of the amount collected, net of court costs, on warrants,
-22 5% of the amount collected, net of court costs, on delinquent citations,
-15% of the amount collected, net of court costs, on time payment plan collections
Expansion of the current collection services contract, combined with departmental collection
activities, will enhance disposition of pending Municipal Court cases
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached supplemental
appropriations ordinance, funds required for this contract will be available in the current operating
budget of the General Fund
