ORDINANCE NO
AN ORDINANCE APPROPRIATING $169,100.00 TO THE GENERAL
FUND AND DECREASING THE UNRESERVED, UNDESIGNATED
FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF
PROVIDING INTERIM FINANCING OF COSTS PENDING
EXECUTION OF THE NATIONAL COUNCIL ON THE AGING
LEGAL AGREEMENT, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT .HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1993-94 and in the Budget of the City Manager, there shall also be increased appropriations in the
General Fund in the amount of $169,100; thereby decreasing the unreserved, undesignated fund balance
by the same amount, for the purpose of providing interim financing of costs pending execution of the
National Council on the Aging Legal Agreement.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT NATIONAL COUNCIL ON THE AGING GRANT APPLICATION FOR JULY 1, 1994 -
JUNE 30, 1995
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit, accept, and execute, when offered, a grant in the
amount of 5676,400 from the National Council on the Aging, Inc 's Senior Community
Service Employment Project (NCOA/SCSEP) Legal Agreement for the program year
beginning July 1, 1994 and ending June 30, 1995, and
2 Adopt the attached supplemental appropriations ordinance increasing appropriations by
$169,100 (one-fourth of the total NCOA funds) in the General Fund and decreasing the
unreserved, undesignated fund balance of the General Fund by the same amount for interim
financing of costs pending execution of the NCOA Legal Agreement, and
3 Authorize the Fiscal Services Department to create one project number and srx work phases
in the Grants Fund which will correspond to the NCOA/SCSEP Budget Summary
attachment, and
4 Approve the transfer of $169,100 from General Fund Non-Departmental, to the
Administration project number in the Grants Fund, and
5 Waive the $4,939 indirect cost in accordance with the City's Administrative Regulation 3-
15 due to NCOA's Administrative Cost ceiling, and
6 Apply the waived indirect cost as the City's in-kind contribution toward the 575,200 in-
kind match required by the NCOA grant
DISCUSSION
The City of Fort Worth has `administered the Senior Community Service Employment Project
(SCSEP) since 1976 The major objective of the SCSEP is to provide subsidized, part-time
training in the public and/or qualified private, non-profit sector for individuals fifty-five (55) years
of age or older Program participants must be unemployed, underemployed, or have experienced
difficulty in securing employment The proposal calls for strong efforts to secure unsubsidized
employment by the participants after they have completed training We expect to serve 150
participants and place 38 in unsubsidized employment

Effective July 1, 1993 a new aspect of service to participants was available through the $20,000
auxiliary plan noted as the 502(e) project or a Trial Employment Program At NCOA's invitation,
we again are requesting 520,000 to fund this program component The Trial Employment
Program allows for the placement of participants in private sector jobs for either part-time or full
time (up to 6 weeks), try-out employment experience at no expense to the employers Based
on the program plan ten (10), participants will be placed in private sector jobs for hands-on work
experience
The interim funding of 5169,100 from the unreserved, undesignated General Fund balance is a
temporary measure that is designed to ensure the smooth transition from one grant funding
period to another Upon execution of the Legal Agreement with NCOA, the .interim funding will
be returned to the unreserved, undesignated fund

The National Council on the Aging, Inc 's share of the total budget of 5751,600 is 5676,400
The remaining 575,200 is an in-kind match of services which is the value of the training site
supervisory functions performed by the agencies which train the subsidized program participants
plus the waived indirect cost by the City for administrative services in selecting the agencies and
acting as intermediary with NCOA

The Director of Fiscal Services certifies that upon approval of this transfer and execution of grant
agreement, funds will be available, as appropriated, in the Grants Fund After completion of this
tranfer, the unreserved, undesignated fund balance of the General Fund will be $24,641,900
Upon receipt of the contract with National Council on Aging., the S 169,100 will be tranferred
back to General Fund
