ORDINANCE NO ~~
AN ORDINANCE APPROPRIATING $107,000 TO THE GENERAL
FUND AND DECREASING THE UNRESERVED, UNDESIGNATED
FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF
PROVIDING INTERIM FINANCING OF COSTS FOR THE
WEATHERIZATION PROGRAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1993-
94 and in the Budget of the City Manager, there shall also be increased appropriations in the General
Fund in the amount of $107,000; thereby decreasing the unreserved, undesignated fund balance by the
same amount for the purpose of providing interim financing of costs for the Weatherization Program
pending the execution of a contract with the Texas Department of Housing and Community Affairs
(TDHCA)
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and, appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

I ASSISTANCE PROGRAM GRANT
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Adopt the attached supplemental appropriation ordinance increasing appropriations by
5107,000 00 in the General Fund and decreasing the unreserved, undesignated fund
balance of the General Fund by the same amount for the interim financing of costs of the
Weatherization Program pending the execution of the contract with the Texas Department
of Housing and Community Affairs (TDHCA), and
2 Authorize the Fiscal Services Department to create a new project number in the Grants
Fund for this anticipated grant contract, and
3 Approve the transfer of S 107,000 00 from the General Fund to the Grants Fund, and
4 Apply indirect costs in accordance with the City's Administrative Regulation 3-15 (apply
the rate of 18 73 percent, which represents the most recent, approved rate)
DISCUSSION
The City of Fort Worth has operated a Weatherization program on a grant basis funded by the
Texas Department of Housing and Community Affairs since 1982 The program serves low-
income residents in Tarrant County, many of whom are elderly or handicapped
On March 17, 1994, the Housing Department received a letter of intent from the Texas
Department of Housing and Community Affairs stating its intention to continue funding the
Weatherization Assistance Program for Fiscal Year '94 (from April 1, 1994 to March 31, 1995)
The proposed program funding is projected to be 5321,000 00
In order to maintain continuity in the delivery of services from the FY '93 contract, which expired
on March 31, 1.994, the Housing Department is requesting interim financing from the General
Fund in the amount of 5107,000 00 Upon the execution of the FY'94 contract (anticipated in
June), the S 107,000 00 will be transferred back to the General Fund from the Weatherization
Assistance grant

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached appropriations
ordinance, funds required for interim Weatherization Assistance Program expenditures will be
available in the current operating budget of the Grants Fund The unreserved, undesignated fund
balance of the General Fund will be $28,760,469 00 after this transfer ,
Additionally, the Director of Fiscal Services certifies that upon execution of the grant contract
with the Texas Department of Housing and Community Affairs, the S 107,000 00 utilized as
interim financing will be transferred back to the General Fund's unreserved, undesignated fund
balance
