ORDINANCE NO 1~'_ ~/~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF
$40,000 00 FOR THE PURPOSE OF LEASING OFFICE .SPACE,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS•
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grant Fund in the amount of $40,000.00 for the purpose of leasing of office space.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT AUTHORIZATION TO ENTER INTO A LEASE AGREEMENT FOR THE BUSINESS
ASSISTANCE CENTER AT THE WATER GARDENS PLACE
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Accept donations of 510,000 00 each from Fort Worth Chamber of Commerce,
Southwestern Bell and Lockheed, and
2 Authorize the transfer of 510,000 00 from Special Trust Fund to Grants Fund for funds
received from Union Pacific Resources, and
3 Authorize the Fiscal Services Department to set up a project number in the Grant Fund for
Business Assistance Center, and
4 Adopt the attached ordinance increasing the estimated receipts and appropriation in the
Grant Fund in the amount of 540,000 00 for leasing of office space, and
5 Enter into a Lease Agreement for office space in the Water Gardens Place to accommodate
the Business Assistance Center
DISCUSSION
By Resolution 2013 dated September 27, 1994, the City Council authorized the City Manager
to submit a grant application to the Economic Development Adm,n~stration (EDA> of the U S
Department of Commerce to fund a Business Assistance Center (BAC) This application is
currently under consideration by EDA
The creation of a Business Assistance Center (BAC) was recommended by the volunteers on the
Information Center Committee in connection with the community's Economic Diversification
efforts The BAC will be the first of a series of programs to be implemented to assist small and
medium size businesses expand and prosper
The space will be used to centralize many existing business assistance services to include,
among others, the
Small Business Development Center (SBDC)
Small Business Administration (SBA)
Senior Corps of Retired Executives (SCORE)
International SBDC
Texas Manufacturing Assistance Center (TMAC)

SUBJECT AUTHORIZATION TO ENTER INTO A LEASE AGREEMENT FOR THE BUSINESS
ASSISTANCE CENTER AT THE WATER GARDENS PLACE
A two year lease has been negotiated with the owner of the Water Gardens Place (located at
100 East 15 Street) for 6,100 square feet of office space and options for additional space in the
building at a rate of $9 00 per square foot the first year
In an effort to move quickly to establish the Center, the lease is proposed to be signed in
advance of the formal approval of the grant application The City has received donations from
local businesses that will be used to cover the lease expense until federal funds are available
The lease includes a "funding out clause" that would negate the lease obligation if the EDA grant
is not received by the City of Fort Worth
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of the
recommendations, funds will be available in the current operating budget, as appropriated, in the
Grants Fund
