ORDINANCE NO .~~~ /
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE TEMPORARY LABOR FUND IN THE
AMOUNT OF $284,196.00 FOR THE PURPOSE OF PROVIDNG
TEMPORARY CLERICAL/ADMINISTRATIVE SUPPORT TO CITY
DEPARTMENTS, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1
'That in addition to those amounts allocated to the various City departments for the Fiscal Year 1993-
94 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Temporary Labor Fund in the amount of $284,196.00 for the purpose of providing
temporary clerical/administrative support to City departments.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances 'and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT REQUEST FOR SUPPLEMENTAL APPROPRIATIONS FOR TEMPORARY LABOR FUND
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached supplemental appropriations ordinance increasing estimated receipts
and appropriations in the Temporary Labor Fund in the amount of 5284,196 00 from
Increased revenue, and
2 Authorize that the 5284,196 00 be used to provide Temporary Labor services to various
City departments
DISCUSSION
The Temporary Labor Fund was established October 1, 1987, as a means of providing low cost,
Temporary Clerical/Administrative support to City departments The intent was to provide this
service in-house rather than contracting with an outside agency as was done in the past, and at
a reduced cost At this time, the number of temporaries paid from the Temporary Labor Fund
has exceeded the estimates for this year's operations and therefore, a supplemental appropriation
of 5284,196 00 is required This amount will also satisfy the federal requirement of a 7 65%
deduction for social security for all temporary employees Revenue is generated in the fund by
charging user departments a reasonable fee to cover temporary services expenses
The City's Temporary Service continues to be cost effective It is estimated that savings to the
City this year based on projected usage is 549,620 00
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached supplemental
appropriation ordinance, funds required for this expenditure will be available in the current
operating budget of the Temporary Labor Fund
