SUBJECT AN ORDINANCE CHANGING THE NAME OF THE DEPARTMENT OF FINANCE TO THE
DEPARTMENT OF FISCAL SERVICES AND UPDATING THE CITY CODE
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance changing the name of the
Department of Finance in the City Code to Department of Fiscal Services, deleting the incomplete
listing of divisions and descriptions of duties assigned to the Department of Fiscal Services,
providing for the appointment of a Director and employees, and making provision for the
designation of a City Treasurer and a City Assessor and Collector
DISCUSSION
Two years ago, the name of the Department of Finance was changed to the Department of Fiscal
Services to provide a more comprehensive description of the functions and activities assigned
to the department This ordinance officially changes the name in the City Code
It further simplifies the Code, removing the incomplete listing and descriptions of divisions
assigned to the Department The City Manager, through the budget, will direct the assignment
of functions and organizational divisions to the Department The detailed descriptions of
accounting procedures and financial statements have been replaced by a statement that
"accounting practices and financial reporting shall conform to generally accepted accounting
principles
The appointment of the City Treasurer has been changed Presently, the City Treasurer is
appointed by the City Manager, confirmed by the City Council and cannot be removed from
office without the approval of the City Council The proposed ordinance provides for the Director
of Fiscal Services to appoint, with the approval of the City Manager, the City Treasurer The
proposed ordinance also provides for the Director of Fiscal Services to appint the City's Assessor
and Collector Both the City Treasurer and the City Assessor and Collector positions are
referenced in State law and need to be designated by ordinance
