ORDINANCE NO. ~~,~.
AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN
THE POLICE DEPARTMENT FOR FISCAL YEAR 1993-1994;
PROVIDING FOR THE CREATION OF TWENTY (20) ADDITIONAL
POLICE OFFICER POSITIONS CONTINGENT UPON RECEIPT OF GRANT
FUNDS; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total number of authorized
civil service positions at each classification in the Police
Department for the remainder of 1993-1994 Fiscal Year; and
WHEREAS, the City's most recent ordinance concerning the
authorized and budgeted positions for the Police Department
established the Department's civil service staffing as follows:
Police Officers 715
Corporal/Detectives 174
Sergeants 113
Lieutenants 43
Captains 12
Deputy Chiefs 5
TOTAL 1062
WHEREAS, pursuant to the continuing efforts to provide the
citizens of Fort Worth the most efficient and effective police
protection possible, the Police Chief. was requested twenty (20)
additional police officer positions to provide for the
establishment and operation of the Community Oriented Policing
Service Program (C.O.P.S.) in the community and two (2) additional
lieutenant positions and. three (3) additional sergeant positions
for the establishment and operation of the Comprehensive
Communities Program (CCP); and
WHEREAS, the Police Chief now requests the Council to adjust
the authorized number of Police Department civil service positions
into conformity with the proposed changes as set forth immediately
above in order to effect efficient economy of the operations of the
City's municipal services; and
WHEREAS, the specifications and authorization of the correct
number of budgeted civil service positions by ordinance is required
by Chapter 143, Texas Local Government Code;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXP.S
SECTION 1.
That effective immediately upon passage of this ordinance, the
following positions are the only civil service positions authorized
in the City of Fort Worth Police Department for the remainder of
the fiscal year 1994-1995 or until modified by subsequent
ordinance:
Police Officers ?35*

SECTION 2.
However, the employment of said twenty new Police Officers is
expressly contingent upon the City's receipt of anticipated funding
from a grant pursuant to the newly enacted Federal Crime Bill and
Community Oriented Policing Services (COPS) Program; and the
employment of said three new sergeants and two new lieutenants is
expressly contingent upon the City's receipt of anticipated funding
from a grant pursuant to the Comprehensive Communities Program
(ccP).
SECTION 3.
The "Mayor and Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby expressly
incorporated herein by reference for further clarification and
explanation of the purposes and intent of the Council in their
adoption of this ordinance.
SECTION 4.
This ordinance shall be cumulative of all provisions of
previous ordinances and of the Code of the City of Fort Worth,
Texas (1986), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of .prior civil
service staffing ordinances for the Police Department and such
Code, in which event conflicting provisions of such ordinances and
such Code provisions are hereby repealed.
SECTION 5.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of

this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared
unconstitutional or otherwise invalid by the valid judgment or
decree of any court of competent jurisdiction, such decree shall
not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would
have been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional or invalid phrase,
clause, sentence, paragraph or section.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager
To accept a grant award from the Department of Justice in the amount of S 1,500,000 00
for the COPS (Community Oriented Policing Services) grant during the period of October
1, 1994 through September 30, 1997, and in the amount of 51,971,792 00 for tha
Comprehensive Communities Program (CCP) grant during the period October 1, 1994
through December 31, 1995, and adopt the attached appropriations ordinance increasing
estimated receipts and appropriations in the Grants Fund by 53,471,792 00, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Special Trust Fund by 5148,424 00 from increased revenues, and
3 Authorize the transfer of 5148,424 00 for the Special Trust Fund to the Grants Fund for
the City's cash match, and
4 Adopt the attached ordinance increasing estimated receipts and appropriations in the
Grants Fund by 5148,424 00 from increased revenue, and
5 Authorize the Fiscal Services Department to create two protect numbers in the Grants
Fund, and
6 Approve contracts with Tarrant County and Women's Haven, and amendments to
agreements with the Boys and Girls Clubs of Fort Worth and Citizens Cnme Commission
of Tarrant County to serve as sub-grantees for the Comprehensive Crime Prevention
Program, and
7 Adopt the attached ordinance specifying the authorized positions in the police department
increasing by twenty the number of authorized police officer positions, by three the number
of sergeant position, and by two the number of Lieutenant positions, and
8 Authorize the City Manager to waive indirect costs in the amount of 5382,700 00

DISCUSSION
Community Oriented Policing Services (COPS) Grant
On October 12, 1993, an application was submitted to the Justice Departtment for a
supplemental police officer grand during the initial phase of this program The grant called for
20 additional Neighborhood Police Officers (NPOs) who would specialize in gang issues and was
for a three year period There were three rounds in the initial program and while the grant
received a favorable review it did not place high enough m the competition to receive funding
The recent passage of the Crime Bill provides S8 8 billion through fiscal year 2000 for
Community Oriented Policing Services (COPS) competitive grants During fiscal year 1995,
51 3 billion dollars are available For the first round of grants the Justice Department decided
to issue grants to cities with promising grants submitted through the now defunct supplemental
officer program rather than receive new applications, and the application submitted one year ago
was selected for funding
The COPS program grants are intended to substantially increase the number of law enforcement
officers interacting directly with the community The strategy has two core components,
community partnership and problem solving, and these goals correspond directly with the Fort
Worth Police Department community policing strategies and Code Blue The addition of 20 NPOs
wilt allow for the deployment of one NPO for each beat in the City following a general
redeployment program based on a new beat system The refurbished vehicles under this program
will be used exclusively by the added NPOs who will be deployed throughout the City and will
work with all segments of the community, including Citizens on Patrol groups Additional
vehicles will be reassigned to allow one vehicle per NPO
Funds under this grant are eligible only for new commissioned officers, requiring that receipt of
funds commence upon the graduation of Class 91 on March 31, 1995 First year funding will
be from April 1 , 1995 through September 30, 1 995, with the remaining two years coinciding
with fiscal year 1996 and 1997 A 25% cash match is required by the program The personnel
budgets for each fiscal year are listed below

The cost during the first year to rehabilitate 12 patrol vehicles and purchase 20 portable radios
is 51 14,500 00 With approval from the Justice Department after a revision of the grant,
550,885 00 can be used towards this effort, requiring 563,615 00 from Awarded Assets to
complete this task 588,266 00 from the second year of the grant will be used to offset non-
personnel operating costs Awarded Assets will also be used to cover the required cash match
of 584,409 00 for the first year of the. grant
Comprehensive Communities Program
Fort Worth was selected to participate In the Comprehensive Communities Program by the
Bureau of Justice Assistance based upon a number of criteria, including a high crime rate (over
10,000 per 100,000 population) and past history of community policing, including Weed & Seed
participation Phase I of the program involved developing the plan for the program Phase II is the
implementation of that plan There are seven core components of the program
Community Mobilization/Prevention Initiatives
Funds will be evenly divided among the four Field Operations Divisions and used to print and
distribute newsletters, create Informative booklets, distribute meeting announcements, support
CCP advisory boards, and fund programs to Increase neighborhood Involvement 5162,264 00

Community Policing
Three Neighborhood Policing Sections (NPS), similar to the Weed & -Seed target area, will be
created, one in the Samuels Ave/Butler/Ripley-Arnold area, one for Como/Arlington Heights, and
one including the Fairmount, Jennings/May/St Louis neighborhoods A Lieutenant shall .serve
as the Officer-in-Charge IOIC) of the NPS, with 2 positions funded through the grant and one
provided as a local in-kind match The grant will also provide one sergeant for each area, and
provides. funds for 13 vehicles, overtime funds and related costs An NPS headquarters will be
established within each target area with funds available in the grant for building repairs, lease,
and operating costs 5999,999 00
Youth and Gangs Non-Viofent Dispute Resolution
This component will expand the Youth Crime Commission operated by the Citizens Crime
Commission of Tarrant County and funded through the AmeriCorp grant, approved via M&C G-
10861 on November 1, 1994 560,000 00
Comprehensive Gana Initiative
Funds are included in the grant to expand the Comin' Up gang intervention program coordinated
by the Boys & Girls Clubs of Fort Worth, to 2 additional sites 5162,265 00 The program was
approved through M&C C-14424 on August 9, 1994
Communrty Prosecution and Diversion
Two projects are included in this component, the M E N S Program conducted by Women's
Haven, a counseling program for spouse abusers that has been highly successful and was
strongly supported by Steve Chaney of the District Attorney's office and a member of the
Comprehensive Communities Program Planning Committee, and. an expansion of the Tarrant
County diversion program 5162,264 00
Drug Courts with Diversion to Treatment
Expansion of the already existing Tarrant County program. will allow adding drug treatment for
misdemeanor offenders 5200,.000 00
Community-Based Alternatives to Incarceration
Expansion of the Tarrant County Advocate Program (TCAP), operated in conjunction with Tarrant
County Juvenile Probation, to additional areas of the city This .program pairs a teen with
problems with mentors who are screened and hired using grant funds $225,000 00
