ORDINANCE NO ~l
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER OPERATING
FUND IN THE AMOUNT OF $289,490 00 FOR THE PURPOSE OF
FUNDING AN ENGINEERING AGREEMENT WITH ROY F
WESTON, INC., FOR SANITARY SEWER MAIN 106R DRAINAGE
AREA INFLOW/INFILTRATION EVALUATION STUDY,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water and Sewer Operating Fund in the amount of $289,490.00 for the purpose of
funding an engineering agreement with Roy F Weston, Inc., for Sanitary Sewer Main 106R Drainage
Area Inflow/Infiltration Evaluation Study
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer 5289,490 00 from Water and Sewer Operating
Fund to Sewer Commercial Paper Fund, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by $289,490 00 in the Sewer Commercial Paper Fund from increased
revenue, and
3 Authorize the City Manager to execute an engineering agreement with Roy F Weston, Inc ,
in the amount of 5284,490 00 for the Sanitary Sewer Main 106R Drainage Area
Inflow/Infiltration (I/I) Evaluation Study
DISCUSSION
The engineering services to be performed under this agreement consist of
1 conducting continuous wastewater flow and rainfall monitoring to determine the existing
flow,
2 performing detailed sewer system evaluation surveys ISSES) to identify the nature and
locations of defects in the collection system,
3 using hydraulic modeling and cost-effectiveness analysis to develop plans for the removal
of public and private sector inflow and infiltration sources, and
4 analysis of relief sewer alternatives to transport remaining wet weather flows
This project is part of the Integrated Wet Weather Wastewater Management Program to comply
with an Administrative Order from the U S Environmental Protection Agency to eliminate sewer
overflows and bypasses in the City's wastewater collection system
The M-106R Drainage Area is located in the northern part of Fort Worth in the West Fork Above
Sycamore Creek Drainage Basin (Council District 2) The M-106R drainage area is generally
bounded by Jim Wright Freeway (Northwest Loop 820) on the north, IH-35W and Forth Worth-
Denver Railroad on the east, Northside Drive on the south, and North Main Street on the west
Roy F Weston, Inc , is in compliance with the City's DBE policy by committing to 19 6% DBE
participation

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation 1,
and the adoption of the attached appropriations ordinance, funds required for the design phase
of the sewer facilities will be available rn the current operating budget, as appropriated, of the
Sewer Commercial Paper Fund
