ORDINANCE NO ~~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER OPERATING
FUND IN THE AMOUNT OF $227,668.00 FOR THE PURPOSE OF
FUNDING AN ENGINEERING AGREEMENT WITH TURNER
COLLIE AND BRADEN, INC., FOR SANITARY SEWER MAIN 204,
205 AND 259 DRAINAGE AREA INFLOW/INFILTRATION
EVALUATION STUDY, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water and Sewer Operating Fund in the amount of $227,668.00 for the purpose of
funding an engineering agreement with Collie and Braden, Inc., for Sanitary Sewer Main 204, 205 and
259 Drainage Area Inflow/Infiltration Evaluation Study
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
Authorize the City Manger to transfer $227,668 00 from Water and Sewer Operating Fund
to Sewer Commercial paper Fund, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by 5227,668 00 in the Sewer Commercial Paper Fund from increased
revenue, and
3 Authorize the City Manager to execute an engineering agreement with Turner Collie and
Braden, Inc , in the amount of 5222,668 00 for the Sanitary Sewer Main 204, 205 and
259 Drainage Areas Inflow/Infiltration (I/I) Evaluation Study
DISCUSSION
The engineering services to be performed under th+s agreement consist of
1 conducting continuous wastewater flow and rainfall monitoring to determine the existing
flows,
2 performing detailed sewer system evaluation surveys (SSES) to identify the nature and
locations of defects in the collection system,
3 hydraulic modeling and cost-effectiveness analysis to develop plans for the removal of
public and private sector +nffow and infiltration sources, and
4 analysis of relief sewer alternat+ves to transport remaining wet weather flows
This protect is part of the Integrated Wet Weather Wastewater Management Program to comply
with an Administrative Order from the U S Env+ronmental Protect+on Agency to el+minate sewer
overflows and bypasses in the City's wastewater collection system
The M-204, 205 and 259 Drainage Areas are located +n the southern part of Fort Worth in the
Mary's Creek Drainage Basin (Council District 3 and 7) The M-205 and 259 drainage areas are
generally bounded by IH-30 on the north, Broadmoor Avenue and Boston Avenue on the east,
Chapin Road and Mary's Creek Drive on the south, and Jim Wright Freeway South (IH-820) on
the west The M-204 drainage area is generally bounded by Weatherford Highway (US Highway
80) on the north, Old Benbrook Road on the east, Wycliff Road on the south, and Cherry Lane
on the west

Turner Collie and Braden, Inc , is In compliance with the City's DBE policy by comltting to 15 0%
DBE participation
In addition to the above engineering fee, 55,000 00 is included for project review
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation 1,
and the adoption of the attached appropriations ordinance, funds required for the design phase
of the sewer facilities will be available in the current operating budget, as appropriated, of the
Sewer Commercial Paper Fund
