ORDINANCE NO ~LI~J
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SEWER COMMERCIAL PAPER FUND
IN THE AMOUNT OF $350,954.00 FOR THE PURPOSE OF FUNDING
AN ENGINEERING AGREEMENT WITH CARTER & BURGESS,
INC., FOR SEWER SYSTEM IMPROVEMENTS., PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Sewer Commercial Paper Fund in the amount of $350,954.00 for the purpose of
funding an engineering agreement with Carter & Burgess, Inc., for sewer system improvements.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for -any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer $350,954 00 from the Water and Sewer Operating
Fund to the Sewer Commercial Paper Fund, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by $350,945 00 in the Sewer Commercial paper Fund from increased
revenue, and
3 Authorize the City Manager to execute an engineering agreement with Carter &
Burgess, Inc , in the amount of 5343,454 00 for the Sanitary Sewer Main 42 & 54
Drainage Areas Inflow/infiltration (I/I) Evaluation Study and Sewer System Improvements
DISCUSSION
The engineering services to be performed under this agreement consist of
1 conducting continuous wastewater flow and rainfall monitoring to determine the existing
flows,
2 performing detailed sewer system evaluation surveys (SSES) to identify the nature and
locations of defects in the collection system,
3 using hydraulic modeling and cost-effectiveness analysis to develop plans for the removal
of public and private sector inflow and infiltration sources,
4 analysis of relief sewer alternatives to transport remaining wet weather flows, and
5 design of 21,245 linear feet of sewer main replacements
This project is part of the Integrated Wet Weather Wastewater Management Program to comply
with an Administrative Order from the U S Environmental Protection Agency to eliminate sewer
overflows and bypasses in the City's wastewater collection system

The M-42 Drainage Area is located in the southern part of Fort Worth in the Clear Fork of the
Trinity River Drainage Basin (Council District 8 and 9) The M-42 drainage area is generally
bounded by Belknap Street on the north, Jennings Avenue on the east, Maddox Avenue on the
south and 8th Avenue on the west The M-54 Drainage Area is located in the northern part of
Fort Worth in the West Fork Above Sycamore Creek Drainage Basin (Council District 2) The M-
54 drainage area is generally bounded by 21st Street on the north, Calhoun Street on the east,
Grand Avenue and Jacksboro Highway on the south, and North 16th Street on the west
Carter and Burgess, lnc , is in compliance with the City's DBE policy by committing to exceeding
the 15 0% DBE participation goal
In addition to the above engineering fee, 57,500 00 ~s included for project review
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation
1, and the adoption of the attached appropriations ordinance, funds required for this design
phase of the sewer facilities will be available in the current operating budget, as appropriated,
of the Sewer Commercial Paper Fund
