AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION
(RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 1993-1994;
PROVIDING FOR THE ADDITION OF ONE (1) POSITION IN THE
CAPTAIN'S CLASSIFICATION; PROVIDING FOR THE ADDITION OF
TWO (2) POSITTONS IN THE LIEUTENANT'S CLASSIFICATION;
PROVIDING FOR THE DELETION OF THREE (3) POSITIONS IN THE
FIREFIGHTER'S CLASSIFICATION; PROVIDING FOR STATEMENT OF
PURPOSE AND INTENT; PROVIDING THAT THIS ORDINANCE SHALL
BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND
PROVIDING FOR AN EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Fire Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
civil service positions at each rank in the Fire Department for the
remainder of 1993-1994 Fiscal Year; and
WHEREAS, in previous ordinances, the City Council has
expressed the intent to reorganize certain duties within the Fire
Department, meaning that from time to time, certain civil service
positions would be deleted or re-assigned to new duties while at
the same time the Department will continue to improve its efficient
operations. This intent was expressed as being in the best
interest of the Fire Department and the City of Fort Worth so as to
provide the citizens of Fort Worth the most efficient fire
protection possible at the lowest expense necessary; and
WHEREAS, a reorganization in the manner and location of
training the City's firefighters in the specialized skills of
combating aircraft crashes, fires and rescues has occurred within
the department; and
WHEREAS, the specification and authorization by ordinance of
the correct number of authorized civil service positions is a
statutory requirement; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
.SECTION 1,
That, effective immediately upon passage of this ordinance,
the following positions are the only authorized civil service
positions for each classification (rank) in the City of Fort Worth
Fire Department for the remainder of the fiscal year of 1993-1994
or until a subsequent ordinance is enacted to modify said
authorized positions:
Deputy Chiefs
Battalion Chiefs
Captains
Lieutenants
Engineers
Firefighters
TOTAL
*Increase in one Captain's position.
**Increase in two Lieutenant's positions.
***Deletes three Firefighter's positions.

The increase in one Captain's position and two Lieutenant's
positions reflect the assignment of full-time aircraft crash, fire
and rescue training officers to the City's Meacham Airport Fire
Station. The deletion of the three Firefighter positions reflect
the deletion of three currently vacant positions. The total

authorized number of positions in the Fire Department remains
unchanged.
SECTION 3.
The "Mayor and Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby expressly
incorporated herein by reference for further clarification and
explanation of the purposes and intent of the Council in their
adoption of this ordinance.
SECTION 4.
This ordinance shall be cumulative of all provisions of
previous ordinances and of the Code of the City of Fort Worth,
Texas (1986), as amended, except where the provisions of this civil
service staffing ordinance are in direct conflict with the provi-
sions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 5.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared
unconstitutional or otherwise invalid by the valid judgment or
decree of any court of competent jurisdiction, such decree shall
not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would
have been enacted by the City Council without the incorporation in

this ordinance of any such unconstitutional or invalid phrase,
clause,, sentence, paragraph or section.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained..

RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance decreasing the total
number of authorized Firefighter positions by three, increasing the number of authorized Fire
Captain positions by one, and increasing the number of Fire Lieutenant positions by two
DISCUSSION
The Fire Department currently utilizes one captain and one lieutenant as Aircraft Rescue and
Firefighting (ARFF) trainers responsible for all of the department`s ARFF training and ARFF
personnel certification and recertification These personnel, working 40-hour work week
schedules, are on loan from Fire Operations and therefore creatershortages in the field during
each of their normal shifts In addition to the overtime and acting pay resulting from these
positions being loaned from Operations, about 54,000 per year in overtime is paid for the trainers
to complete their tasks while on 8-hour days
In order to better provide the necessary ARFF training and certifications, the Fire Department will
designate Station 34 (Meacham Airport Fire Station) as the Aircraft Rescue and Firefighting
Training Station, and replace the three Firefighter positions currently assigned to the station with
one captain and two lieutenant positions This will be accomplished by reassigning. the three
firefighters to other fire stations and deleting three vacant Firefighter positions These changes
offer the following advantages
1 The 40-hour captain and lieutenant positions will be reassigned to Fire Operations,
eliminating overtime and acting pay for the shortages
2 Station 34 will gain station officers to manage the station responsibilities the same as al!
other Fort Worth fire stations, and to provide the authority and leadership to effectively
conduct ARFF training to other fire companies and personnel of any rank in the department
3 ARFF training will be more effective and efficient with the trainers working the same
schedule as their students/trainees
4 Overtime for the trainers should no longer be needed
The Fire Department's authorized civil service strength will remain at 652 and the authorized civil
service positions will be as follows

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that the funds required for the upgraded positions are
available in the current operating budget, as appropriated, of the General Fund However, no
funds were included in the Fire Department's annual budget for this expenditure The
Department is expected to exceed its annual appropriation in 1993-94 This expenditure will
increase the Department's estimated overrun in the 1993-94 fiscal year
