AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SEWER CAPITAL PROJECTS FUND IN
THE AMOUNT OF $193,386.00 FOR THE PURPOSE OF FUNDING AN
ENGINEERING AGREEMENT WITH TURNER, COLLIE & BRADEN,
INC., PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1993-
94 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Sewer Capital Projects Fund in the amount of $193,386.00 for the purpose of
funding an engineering agreement with Turner, Collie & Braden, Inc., for construction phase services on
the Long-Term Solids Dewatering, Processing and Disposal at the Village Creek Wastewater
Treatment Plant.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT ENGINEERING AGREEMENT WITH TURNER, COLLIE & BRADEN, INC ,FOR
CONSTRUCTION PHASE SERVICES, LONG-TERM SOLIDS DEWATERING,
PROCESSING AND DISPOSAL, VILLAGE CREEK WASTEWATER TREATMENT PLANT
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Transfer S 193,386 00 from Water and Sewer Operating Fund to Sewer Capital Projects
Fund, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriation in the Sewer Capital Projects Fund from increased revenues, and
3 Execute an engineering agreement with Turner, Collie & Braden, Inc for construction phase
services on the Long-Term Solids Dewatering, Processing and Disposal at the Village Creek
Wastewater Treatment Plant for a total fee not to exceed $186,886 00
DISCUSSION
On April 19, 1994 lM&C C-14255), the City Council authorized a contract with Oscar Renda
Contracting Inc , to construct permanent facilities for sludge dewatering and processing at the
Village Creek Wastewater Treatment Plant Sludge Only Landfill Site, and provide long term (5
years) sludge disposal by beneficial application on agricultural land The contract will provide a
privatized disposal of sludge produced at the Village Creek Wastewater Treatment Plant At the
end of the contract, the City will retain the permanent facilities

The Director of Fiscal Services certifies that upon approval and completion of recommendations
