ORDINANCE NO ~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$34,408.00 FOR THE PURPOSE OF ACCEPTING A GRANT FROM THE
U S. DEPARTMENT OF EDUCATION LIBRARY LITERACY
PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $34,408.00 for the purpose of accepting a grant from
the U S. Department of Education Library Literacy Program.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance. shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

RECOMMENDATIONS
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, a grant in the amount of
534,408 00 from the U S Department of Education Library Literacy Program,
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund, and
3 Authorize the Fiscal Services Department to create a project number in the Grants Fund
DISCUSSION
This grant application asks the U S Department of Eduction to underwrite the costs of acquiring
a variety of materials to serve Fort Worth's Asian population, to hire apart-time bilingual
Coordinator to assist in selection of the materials and to promote the new collection
The Asian population in Fort Worth is growing, and the Library now has a very limited collection
of materials to serve this group This grant would allow the purchase of books, tapes and videos
for Asian adults and children The new collection would be divided between Meadowbrook and
Riverside Branch Libraries, which have the largest numbers of Asian patrons in the Library
system Apart-time bilingual staff person would be hired to assist in selecting materials,
developing signage, bilingual bookmarks and promoting the new collection and services to the
Asian community and the general public

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that no direct .City funds are required for this grant and
that upon the awarding of the grant and the approval and execution of all of the above
recommendations, sufficient funds required for this agreement will be available in the current
operating budgets, as appropriated, in the Grants Fund
