ORDINANCE NO ~v_~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CAPITAL PROJECTS RESERVE FUND
IN THE AMOUNT OF $343,504.00 FOR THE PURPOSE OF
UPGRADING THE POLICE MDT SYSTEM TO 800 MHZ, PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1993-
94 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Capital Projects Reserve Fund in the amount of $343,504.00 for the purpose of
upgrading the Police MDT system to 800 MHZ.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT SUPPLEMENTAL APPROPRIATION ORDINANCE TO UPGRADE POLICE MDT SYSTEM
TO 800 MHZ
RECOMMENDATION.
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Capital Projects Reserve Fund by $343,504 00 from increased
revenue, and
2 Authorize the transfer of $343,504 00 from the Capital Projects Reserve Fund to the
General Fund, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the General Fund by $343,504 00 from increased revenue, and
4 Authorize the City Manager to enter into an agreement with Electrocom Automation for the
purchase of the hardware, software, upgrading of existing sites, project engineering and
management at a cost not to exceed $219,709 00, and
5 Approve the purchase of 315 additional radios, at $393 00 each, from Russ Miller
Communication, Inc , to operate the system, at a total cost of $123,795 00
DISCUSSION
The existing Police MDT system currently services 348 MDT units, resulting in extreme
overcrowding, which causes slower mainframe response The optimum number of units to
provide maximum efficiency in use is 100 Excessive loading creates delays and increases the
message turnaround time to patrol officers which in turn decreases efficiency Furthermore,
other departments have shown interest in migrating to the use of MDT units in their everyday
functions Departments such as Development and Code Enforcement, have shown that the use
of MDT units could increase efficiency as well as improve customer service The addition of
other user departments to the MDT channels would make the overcrowding of these frequencies
even more sever The Fire Department has recently vacated five 800 MHZ channels when it
began using the new Interdepartmental Trunk Radio System for all of its radio frequencies If
these channels are not used they are subject to be reclaimed by the FCC for reassignment to
other agencies Use of the five 800 MHZ channels would solve the overcrowding problems
faced by the Police Department It would also ensure adequate radio air space well into the
future for the City as a whole without purchasing a complete new system to function on the
new split channels

In addition to the overcrowding of the channels the FCC is planning to change the use of all
channels below 512 MHZ in order to carry more users on these frequencies These changes will
cause the current equipment used by the Police Department. to become obsolete Since the
Police Department's equipment will be rendered obsolete, equipment capable of utilizing the new
split channels will be needed
FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon the adoption of the attached appropriations
ordinances and approval of the funds transfer, funds required for this expenditure will be
available in the current capital budget of the General Fund After this transfer, the undesignated,
unreserved cash balance of the Capital Projects Reserve Fund will be $4,990,331 00
