AN ORDINANCE AMENDING SECTION 17-i6 OF ARTICLE II "HUMAN RELATIONS COMMISSION" OF CHAPTER 17 "HUMAN RELATIONS" OF THE CODE OF THE CITY OF FORT WORTH, TEXAS (1986) AS AMENDED, SPECIFYING THE NUMBER OF HUMAN RELATIONS COMMISSIONERS TO BE APPOINTED BY THE CITY COUNCIL; SPECIFYING HOW THEY ARE TO BE APPOINTED; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. Section 17-16 of Article II of Chapter 17 "Human Relations" of the Code of the City of Fort Worth, Texas (1986) as amended, is hereby further amended, and after said amendment shall read as follows: Sec. 17-16. Created; compensation of members. The city council shall appoint citizens to a commission on human relations, which shall be known as the Fort Worth Human Relations Commission. The commission shall be composed of eleven (11) members, who shall be appointed by the city council on an at-large basis and who shall serve in places numbered 1 through 11. Each member of the commission shall be a resident of the city. As nearly as is reasonably possible, the membership shall be fairly representative of all the several economic, religious, cultural ethnic and racial groups which comprise the population of the city. The members of the human relations commission shall serve without compensation. r SECTION 2. This ordinance shall be cumulative of all provisions of ordinances and of the Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. r ~. .. ,~ ,,,~;~ ~~e A i SECTION 3. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 4. This ordinance shall take effect on the first day of October, 1994 and be effective thereafter.
