SUBJECT DELETION OF ONE CAPTAIN AND ONE ENGINEER POSITION FROM THE FIRE

RECOMMENDATION.
It is recommended that the City Council adopt the attached ordinance decreasing the total
number of authorized Fire Captain positions from seventy-one (71) to seventy (70) and
authorized .Fire Engineer positions from one hundred fifty-seven (157) to one hundred fifty-six
(156)
DISCUSSION
The Fire Department's FY 1992-93 budget includes a reduction of twenty (20) Civil Service
positions of various ranks, nine of which were eliminated October 1, 1992 and eleven to be
deleted during the fiscal year through normal attrition On September 29, 1992, City Council
approved M&C G-9865 adopting an ordinance (Ordinance No 11176) establishing the authorized
strength of Civil Service personnel in the Fire Department and stating the Fire Department's
intent to delete the eleven (1 1) additional Civil Service positions Such intent was declared so
as to negate any employee expectancy for promotion into the positions as they become vacant.
Since that time City Council has approved .the deletion of three Lieutenant positions (M&C G=
9974 and M&C G-10036), one Deputy Chief position (M&C G-10073), and five Captain
positions (M&C G-10196)
There is currently one Fire Captain vacancy and one Fire Engineer vacancy in the Fire Department
with no Civil Service eligibility list in effect for the positions Deletion of the positions now will
change the current authorized strength as follows
Current Authorized Staffing
Key Code Classification
Y04 Fire Captain
Y02 Fire Engineer
Staffing After Deletion
Total Key Code Classification Total
71 Y04 Fire Captain 70
157 Y02 Fire Engineer 156
No further deletions will be necessary for staffing to reflect the level contemplated in the FY
1992-93 budget
