HomeMy WebLinkAboutOrdinance 11315t_ .~ , ~ Attachment to M & C * *C-13822 ~, .1~. h r:< ORDINANCE NO ~~~~ _ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS BY $44,500 00 IN THE GRANTS FUND FOR THE PURPOSE OF FUNDING THE COST ASSOCIATED WITH ASSIGNING CIVIL SERVICE POSITIONS TO THE AUTO THEFT TASK FORCES PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $44, 500 00, for the purpose of funding the costs associated with assigning civil service positions to the Auto Theft Task Force SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions; sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed ., ,~. , ~, +:; '~. Authorize the City Manager to enter into the Tarrant County Auto Theft Task Force Interlocal Assistance agreement as amended in Final Form in the amount of $44,500.00, and 2. Adopt the attached appropriations ordinance increasing appropriations by $44,500.00 from increased revenue in the Grants Fund, and 3. Adopt the attached ordinance specifying the authorized positions .in the Police Department, increasing by one the number of authorized Sergeant positions and by one the number Corporal/Detective positions that will be assigned to this task force, and 4. Authorize the City Manager to assign Project Number in the Grants Fund, and 5. Authorize the City Manager to waive the indirect cost in the amount of $9,790.00 since indirect costs are not allowed in the grant. DISCUSSION: In January 1993, I.R. 7674, Auto Theft Prevention Authority, detailed a mult i-agency effort to prevent and reduce auto theft. Key to that effort was receipt of a State grant to fund a number of new initiatives. Tarrant County has received this grant from the State which will fund a task force comprised of personnel from nine municipal police agencies, the Tarrant County Sheriff's Department and the Texas Department of Public Safety to help reduce motor vehicle thefts in the area. The Tarrant County Auto Theft Task Force will implement a coordinated and cooperative auto theft enforcement operation and will work to prevent through public education, auto thefts and the subsequent sale of stolen parts, as well as apprehend and prosecute those individuals involved in auto thefts and the sale of stolen vehicles and parts. Funding in the amount of $44,500 has been approved in the grant for reimbursing the Police Department the costs associated with assigning these civil service positions to the Auto Theft Task Force. Those costs represent the six (6) months remaining in this fiscal year. Tarrant County as the grantee will-reimburse costs associated with the assignment of personnel f.rom~our department on a quarterly basis. The Police Department currently has one hundred and twelve (112) authorized Sergeant positions and one-hundred and seventy two (172) authorized Corporal/Detective positions. This request is to increase the authorized strength so that the department may participate in the Tarrant County Auto Theft Task Force. Upon approval of this request, the following would be the assignment of the civil service positions authorized for the Police Department. Police Officers 706 Corporal/Detective 173* Sergeants 113* Lieutenants 43 Captains 12 Deputy Chiefs 5 TOTAL 1,052 * Includes one additional Sergeant .and one additional Corporal/Detective temporary positions which will be deleted in the event said grant funds cease to be forthcoming. FISCAL INFORMATION/CERTIFICATION: The Director of Fiscal Services certifies that upon approval of recommendations 1 and 2, funds for the additional civil service positions wil l be available in the current operating budget, as appropriated, in the Grant Fund.
