AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICA-
TION IN THE POLICE DEPARTMENT FOR THE FISCAL YEAR 1992-
1993; PROVIDING FOR THE CREATION OF ONE ADDITIONAL
SERGEANT AND ONE ADDITIONAL CORPORAL/DETECTIVE POSITION;
PROVIDING FOR THE DELETION OF BOTH POSITIONS UPON TERMI-
NATION OF FUNDING OF SPECIALIZED PROGRAM; PROVIDING THAT
THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVER-
ABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT
OF THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
positions at each classification in the Police Department for the
remainder of the 1992-93 Fiscal Year; and
WHEREAS, the City's the most recent ordinance concerning the
authorized and budgeted positions for the Police Department,
adjusted the Department civil service staffing as follows:
Police Officers 706
Corporal/Detectives 172
Sergeants 112
Lieutenants 43
Captains 12
~ Deputy Chiefs 5
TOTAL
1050
WHEREAS, pursuant. to the continuing efforts to provide the
citizens of Fort Worth the most efficient and effective police
protection possible, the Police Chief has requested permission to
establish two additional temporary positions to participate in the
Tarrant County Auto Theft Task Force which will implement a
coordinated and cooperative auto theft enforcement operation; and

WHEREAS, the Police Chief is further requesting that these
two temporary positions will be required for the remainder of this
fiscal year. If the grant funds are not made available next
fiscal year, then both of said positions will be subject to
deletion by subsequent ordinance; and
WHEREAS, the Police Chief now requests the Council to adjust
the authorized number of Police Department civil service positions
into conformity with the proposed changes as set forth immediately
above in order to effect efficient economy of the operations of
the City's municipal services; and
WHEREAS, the specification and authorization of the correct
number of budgeted civil service positions is now a necessity;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That effective immediately upon passage of this ordinance,
the following positions are the only civil service positions
authorized in the City of Fort Worth Police Department for the
remainder of the fiscal year 1992-93 or until modified by subse-
quent ordinance:
Police Officers 706
Corporal/Detectives 173
Sergeants 113 **
Lieutenants 43
Captains 12
Deputy Chiefs 5
TOTAL 1052

** Creates one temporary Sergeant's position.

SECTION 2.
This ordinance shall be cumulative of all provisions of
previous ordinances and of the Code of the City of Fort Worth,
Texas (1986), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of prior
civil service staffing ordinances for the Police Department and
such Code, in which event conflicting provisions of such ordi-
nances and such Code provisions are hereby repealed.
SECTION 3.
The "Mayor and Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby
expressly incorporated herein by reference for further clarifica-
tion and explanation of the purposes and intents of the Council in
their adoption of this ordinance.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sen-
tence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or
section.

SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to enter i
Interlocal Assistance agreement as
$44,500.00, and
2. Adopt the attached appropriations
$44,500.00 from increased revenue in
nto the Tarrant County Auto Theft Task Force
amended in Final Form in the amount of
ordinance increasing appropriations by
the Grants Fund, and
3. Adopt the attached. ordinance specifying the authorized positions in the Police
Department, increasing by one the number of authorized Sergeant positions and by
one the number Corporal/Detective positions that will be assigned to this task
force, and
4. Authorize the City Manager to assign Project Number in the Grants Fund, and
5. Authorize the City Manager to waive the indirect cost in the amount of $9,790.00
since indirect costs are not allowed in the grant.
DISCUSSION:
In January 1993, I.R. 7674, Auto Theft Prevention Authority, detailed a multi-agency
effort to prevent and reduce auto theft. Key to that effort was receipt of a State
grant to fund a number of new initiatives. Tarrant County has received this grant from
the State which will fund a task force comprised of personnel from nine municipal
police agencies, the Tarrant County Sheriff's Department and the Texas Department of
Public Safety to help reduce motor vehicle thefts in the area. The Tarrant County Auto
Theft Task Force will implement a coordinated and cooperative auto theft enforcement
operation and will work to prevent through public education, auto thefts and the
subsequent sale of stolen parts, as well as apprehend and prosecute those individuals
involved in auto thefts and the sale of stolen vehicles and parts. Funding in the
amount of $44,500 has been approved in the grant for reimbursing the Police Department
the costs associated with assigning these civil service positions to the Auto Theft
Task Force. Those costs represent the six (6) months remaining in this fiscal year.
Tarrant County as the grantee will reimburse costs associated with the assignment of
personnel from our department on a quarterly basis.
The Police Department currently has one hundred and twelve (112) authorized Sergeant
positions and one-hundred and seventy two (172) authorized Corporal/Detective
positions. This request is to increase the authorized strength so that the department
may participate in the Tarrant County Auto Theft Task Force.

The Police Department's authorized strength is 1,050 and will increase to 1,052 with
the addition of these two civil service positions. Upon approval of this request, the
following would be the assignment of the civil service positions authorized for the
Police Department.

FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon approval of recommendations 1 and
2, funds for the additional civil service positions will be available in the current
operating budget, as appropriated, in the Grant Fund.
