ORDINANCE NO
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT
OF $5,000 00 FOR THE PURPOSE OF INCREASING REWARD MONEY
FOR INFORMATION LEADING TO THE ARREST OF A MURDER
SUSPECT, PROVIDING FOR A SEVERABILITY CLAUSE; MAKING~THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93
and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations
in the Special Trust Fund in the amount of $5,000 00 for the purpose of increasing reward money for
information leading to the arrest of a murder suspect.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no-way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it
is so ordained.

SUBJECT APPROPRIATIONS ORDINANCE FOR THE SPECIAL TRUST FUND AWARDED ASSETS

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Appropriations Ordinance increasing estimated receipts and
appropriations in the Special Trust Fund, Awarded Assets, by $5,000.00 from
increased revenues, and
2. Authorize the expenditure of $5,000.00 from the Special Trust Fund as reward money
for information leading to the arrest of a suspect in the murder of Deputy Sheriff
Frank Howell.
DISCUSSION:
On November 3, 1986 Deputy Sheriff Frank Howell, while investigating two suspicious
males, was shot and wounded in the chest. As he lay wounded, one of the suspects took
the deputy's service revolver and fired a shot through his head. This murder took
place on the south side of Fort Worth.
The investigation has led to a prime suspect, a Mexican National, a gang member with
a large extended family who helped him leave the city and remain a fugitive since the
murder. This murder has been featured twice on "America's Most Wanted". The suspect
has been the subject of several Crime Stopper Bulletins and requests for information
have been broadcast on television in both the United States and Mexico.
All investigative leads have been exhausted in an international search. One of the
problems is the lack of sufficient reward money which investigators have recommended
increasing. The current reward fund is approximately $10,000 00. Police Chief Thomas
Windham, Sheriff David Williams and District Attorney have met and agreed to contribute
$5,000.00 each to the reward fund to make informing on the gang member more attractive.
The reward is for information leading to the arrest of this suspect and would be paid
either in the United States or Mexico. Mexican law prohibits extradition to the United
States, but allows for the suspect to be tried in Mexico for the same crime.
FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon adoption of the Appropriations
Ordinance the funds required for this expenditure will be available in the Special
Trust Fund.
