ORDINANCE NO J~1 ~~~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT
OF $5,821 71 FOR THE PURPOSE OF ESTABLISHING A PARK AND
RECREATION DEPARTMENT EMPLOYEE DEVELOPMENT FUND;
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1993-94
and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations
in the Special Trust Fund in the amount of $5,821 71 for the purpose of establishing a Park and
Recreation Department Employee Development Fund
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall~take effect and be in full force and effect from and after the date of its passage, and it
is so ordained

RECOMMENDATION.
It is recommended that the City Council
Authorize the City Manager to approve the establishment of Special Trust Account for
Employee Development for the Park and Recreation Department, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations, in the Special Trust Fund, by 55,821 71, from increased revenues, and
3 Authorize the expenditure of 55,821 71 from the Special Trust Fund for the payment of
Speaker fees and travel to local training seminars
DISCUSSION
As a result of hosting the 1992 Texas Recreation and Parks Society's (TRAPS) State
Conference, the Park and Recreation Department has received 55,821 71 from one half of the
net revenues realized during the conference (the remainder retained by TRAPS) The TRAPS
Conference resulted in a registration of 613 delegates generating 1,732 hotel nights In
accordance with the Convention and Visitors Bureau economic impact indicators, this conference
generated a total of 5287,004 00 to the local economy The Park and Recreation Department
achieved underwriting in the amount of 521,075 00 to support this event and utilized a total of
542 25 overtime/compensatory hours at a cost of 56,123 63 The Department is requesting
that the City Council approve the establishment of a special trust account to fund training
opportunities for Department employees
The first funding priority is a Resource Center This center will contain videos, written material
and teaching aids to be used in helping employees develop professionally The information
stored in this library will not only be of benefit to current employees, but will help new hires
adjust more quickly to the Department's standard operating procedures
In addition to the Resource Center, there is a desire to bring in outside instructors and educators
to address new and innovative management programs pertaining to the park and recreation field
Because of a reduced training budget in the General Fund, many of the Department's employees
do not have the opportunity to attend outside training .programs This will ensure that a greater
number of employees will be afforded training opportunities than what are currently affordable
within the General Fund budget

DEVELOPMENT FUND
An employee Development Committee has been established to advise the Department on matters
pertaining to the fund They have developed bylaws and guidelines for the proposed
expenditures of the trust fund One of their most important charges will be to look at additional
funding sources to expand the program in the future
The Department strongly believes that this program will result in increased worker productivity
by having better trained employees It will also supplement the Departmental Certificate in
Leadership Program which is targeted toward preparing current employees for upward mobility
opportunities and is scheduled for implementation in Fiscal Year 1993-94
On August 17, 1993; the Park and Recreation Advisory Board concurred with staff's
recommendation to City Council as outlined in the recommendation section -
FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon adoption of the attached appropriation
ordinance, the funds required for this expenditure will be available in the current operating budget
of the Special Trust Fund
