HomeMy WebLinkAboutOrdinance 18493-02-2009Ordinance No. 18A93-02-2449 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS iN THE AIRPORTS GRANT FUND IN THE AMOUNT OF $21,052,831.58, SUBJECT TO RECEIPT OF THE GRANT FROM THE FEDERAL AVIATION ADMINISTRATION FOR THE PURPOSE OF FUNDING THE RUNWAY EXTENSION PROJECT AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various Gity departments for Fiscal Year 2048- 2409 in the Budget of the Gity Manager, there shall also be increased estimated receipts and appropriations in the Airports Grant Fund in the amount of $21,452,631.58, subject to receipt of the grant from the Fedora( Aviation Administration for the purpose of funding the runway extension project at Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision; opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and aII other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation Administration in an amount up to $24,000,000.00 far the runway extension project at Fort Worth Alliance Airport; 2. Authorize the use of Iand credits in an amount up to $1,052,631.58 for the City's in-kind Iocal match of five percent of the project cost; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Grant Fund by $21,052,631.58, subject to receipt of the grant. DtSCUSSIt)N: The runway extension project is a multi-year, multi-phase project that began in January of 2001. The project progresses according to funds made available by the Federal Aviation Administration (FAA). The City`s share far the runway extension project is from in-kind Iand credits. Since development of Alliance Airport, numerous Iand donations have been made to the City for its continued development. It is anticipated that there has been enough Iand donated to cover the City's share of the full scope of the runway extension project. The runway extension project is being managed by Carter & Burgess under a program management contract awarded by the City Counei{ an January 2; 2001.
