AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICA-
TION IN THE POLICE DEPARTMENT FOR THE FISCAL YEAR 1992-
1993; PROVIDING FOR THE CREATION OF ONE ADDITIONAL
CAPTAIN POSITION; PROVIDING FOR THE DELETION OF ONE
POLICE OFFICER POSITION; PROVIDING THE STATEMENT OF
INTENT TO DELETE ONE CAPTAIN POSITION UPON THE 000iJR-
RENCE OF THE NEXT VACANCY IN THAT RANK; PROVIDING THAT
THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVER-
ABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT
OF THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
positions at each classification in the Police Department for the
remainder of the 1992-93 Fiscal Year; and
WHEREAS, the City's the most recent ordinance concerning the
authorized and budgeted positions for the Police Department
adjusted the Department's civil service staffing as follows:
Police Officers 706
Corporal/Detectives 173
Sergeants 113
Lieutenants 43
Captains 12
Deputy Chiefs 5
TOTAL

WHEREAS, pursuant to the continuing efforts to provide the
citizens of Fort Worth the most efficient and effective police
protection possible, the Police Chief has requested permission to
establish one additional Captain position to provide direct
supervision for jail operations and prisoner custody functions;
and

WHEREAS, the Police Chief has further requested that one
position at the rank of Police Officer, which is currently vacant,
be deleted as an offset so that the total authorized strength of
the Department remains the same; and
WHEREAS, the Police Chief now requests the Council to adjust
the authorized number of Police Department civil service positions
into conformity with the proposed changes as set forth immediately
above in order to effect efficient economy of the operations of
the City's municipal services; and
WHEREAS, the specification and authorization of the correct
number of budgeted civil service positions by ordinance is
required by Chapter 143, Texas Local Government Code;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That effective immediately upon passage of this ordinance,
the following positions are the only civil service positions
authorized in the City of Fort Worth Police Department for the
remainder of the fiscal year 1992-93 or until modified by subse-
quent ordinance:
Police Officers
Corporal/Detectives
Sergeants
Lieutenants
Captains
Deputy Chiefs

SECTION 2.
The Council also hereby expresses the intent to delete one
Captain position at the occurrence of the next vacancy in said
classified position. The intent to delete said position is
expressed so as to negate any expectancy of promotion into the
rank of Captain upon the occurrence of the next vacancy.
SECTION 3.
The "Mayor and 'Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby
expressly incorporated herein by reference for further clarifica-
tion and explanation of the purposes and intent of the Council in
their adoption of this ordinance.
SECTION 4.
This ordinance shall be cumulative of all provisions of
previous ordinances and of the Code of the City of Fort Worth,
Texas (1986), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of prior
civil service staffing ordinances for the Police Department and
such Code, in which event conflicting provisions of such ordi-
nances and such Code provisions are hereby repealed.
SECTION 5.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sen-
tence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of

competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or
section.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

SUBJECT INCREASED AUTHORIZED STRENGTH IN THE POLICE DEPARTMENT
RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance specifying the
authorized positions in the Police Department, increasing by one the number of
authorized Captain positions and decreasing by one the number of Police Officer
positions.
DISCUSSION:
The Police Department has twelve (12) authorized Captain positions which provide
supervisory and management direction for their assigned divisions in the department.
Currently there is one captain position assigned to supervise several diverse
functions, including the Communications Division which answers and dispatches 9-1-1
calls; the Police Information Center which assists officers in confirming warrants or
obtaining other information needed to make arrests; the Alarms Unit which monitors all
residential and commercial alarms, and issues and tracks alarm permits; and the Jail
Operations. The jail personnel review each arrest and also administer all intoxilizer
tests for persons arrested on suspicion of drunk driving. All of these functions
require the direct supervision of a captain to ensure that departmental policies,
regulations and all applicable laws and ordinances are followed. The jail operations
is an area where a significant risk of civil liability exists if the appropriate arrest
procedures are not followed, or where a person is injured or wrongfully detained. It
is felt to be in the best interests of the Department to assign a Captain to supervise
just the Jail Operations.
In order to provide adequate supervisory management and span of control for all of
these functions, the department is requesting to add one Captain position to supervise
the Jail Division. Upon approval of this request, the Police Department's authorized
strength will remain at 1052 civil service positions and the civil service positions
authorized for the Police Department will be as follows: -
