ORDINANCE NO~
AN ORDINANCE APPROPRIATING $87,300 00 TO THE GENERAL
FUND AND DECREASING THE UNRESERVED, UNDESIGNATED FUND
BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF INTERIM
FINANCING OF COSTS PENDING THE EXECUTION OF THE TEXAS
DEPARTMENT OF COMMERCE PY93-94 JTPA IIA OLOER INDIVIDUAL
PROGRAM CONTRACT, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93
and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund in
the amount of $87,3000 00, thereby decreasing the unreserved, undesignated fund balance by the
same amount, for the purpose of interim financing of costs pending the execution of the Texas
Department of Commerce PY93-94 JTPA IIA Older Individual Program contract.
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it
is so ordained

SUBJECT JOB TRAINING PARTNERSHIP ACT GRANT APPLICATION FOR PY93-94 OLDER INDIVIDUAL I
PROGRAM AND SUPPLEMENTAL APPROPRIATIONS ORDINANCE FOR INTERIM FUNDING
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to submit, accept and execute, when offered, a grant
agreement with the Texas Department of Commerce .(TDOC) for the Job Training
Partnership ACT (JTPA) Title IIA Older Individual Program (OIP) for the program
year 1993-94 beginning July 1, 1993 and ending June 30, 1994, and
2. Adopt the attached supplemental appropriations ordinance increasing appropriations
by $87,300.00 in the General Fund and decreasing the unreserved, undesignated fund
balance of the General Fund by the same amount for interim financing of costs
pending the execution of the Texas Department of Commerce PY93-94 JTPA IIA Older
Individual Program contract, and
3. Authorize the F;+scal Services Department to create three project numbers in Grant
Fund GR76 which will correspond to the JTPA Financial Report Original OIP Budget
Attachment, and
4. Approve the transfer of $87,300.00 from General Fund Non-Departmental, to the
Administration project number in the Grants Fund, and
5. Apply indirect cost in accordance with the City's Administratkve Regulation 3-15
(apply the 1992 rate of 15.97% which represents the most recently approved rate
for the Employment and Training Department), not to exceed $30,000.00.
DISCUSSION:
The City of Fort Worth has administered the JTPA Title IIA Older Worker Program since
1988. Starting July 1993, this becomes the Older Individual Program (OIP). The major
objective of the OIP is to provide individuals fifty-five (55) years of age or older
with appropriate skills for employment in today's market. Program participants must
be unemployed or have experienced difficulty in securing employment as well as meet the
income eligibility guidelines. The proposal calls for strong efforts to secure
unsubsidized employment by the participants after they have completed training. The
proposed 1993 program is designed to serve 150 individuals.
The interim funding of $87,300.00 from the unreserved, undesignated General Fund
balance is a temporary measure that is designed to ensure the smooth transition from
one grant funding period to another. Upon execution of the grant agreement with TDOC,
the interim funding will be returned to the unreserved, undesignated fund.
