SUBJECT PROPOSED RETAIL WASTEWATER RATE INCREASE
RECOMMENDATION:
It is recommended that the City Council approve the attached ordinance which revises
wastewater rates and provides an effective date of billing on or after July 1, 1993.
DISCUSSION:
A retail cost of service study identified the following rate structure to recover the
costs of providing wastewater service to our customers. The overall increase
recommended is 16%. Retail wastewater rates have not been increased since October 1,
1989.
City Council reviewed this recommended rate increase on September 1, 1992. At that
time City Council elected to continue this item for three months to allow further
review of revenue collections. This rate increase would reduce the imbalance between
revenues and expenditures.
The City Council Rates Committee met on June 3, 1993 and requested staff to prepare
several alternatives. The Rates Committee have recommeded the rate structure as
proposed below.
Retail Wastewater Rates Present Proposed
Monthly Service Charge $4.50 $3 65
Volume charge ($/100 cu. ft.) $0 871 $1.13
Monitored Customer
Monthly Service Charge $4.50 $3.65
Volume charge ($/100 cu. ft.) $0.569 $0 738
BOD ($/pound) $0 074 $0.096
Suspended Solids ($/pound) $0.137 $0 178
FISCAL INFORMATION/CERTIFICATION:
The Customer Service Division of the Water Department is responsible for all billing
and collection of wastewater revenues.
