ORDINANCE NO ~Of
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL REVENUE FUND IN THE
AMOUNT OF $16,125 00 FOR THE PURPOSE OF ACCEPTING
DONATIONS FROM THE FORT WORTH GARDEN CLUB AND THE
FORT WORTH BOTANICAL SOCIETY FOR SECURITY SERVICES AT
THE BOTANIC GARDEN, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93
and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations
in the Special Revenue Fund in the amount of $16,125 00 for the purpose of accepting contributions
from the Fort Worth Garden Club and the Fort Worth Botanical Society for Security Services at the Botanic
Garden.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it
is so ordained.

SUBJECT ACCEPTANCE OF DONATIONS FROM THE FORT WORTH GARDEN CLUB AND THE FORT WORTH
BOTANICAL SOCIETY FOR SECURITY SERVICES AT THE BOTANIC GARDEN AND ADOPTION OF
SUPPLEMENTAL APPROPRIATIONS ORDINANCE
RECOMMENDATION:
It is recommended that the City Council:
1. Accept a gift of $10,750.00 from the Fort Worth Garden Club and a gift of
$5,375.00 from the Fort Worth Botanical Society for a contract with a private
security firm to patrol the Botanic Garden, and
2. Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Special Revenue Fund FE72 in the amount of $16,125.00 from
increased revenues
DISCUSSION:
Security has become a major concern of Botanic Garden support groups, visitors and
staff. In March 1992, the City initiated a security patrol contract for the Botanic
Garden. The program's intent was to lower the number of incidents of vandalism and
theft in the Garden. A private security firm patrolled the grounds from 4:04 p m. to
11.00 p.m. and closed the entrance gates at 11:00 p.m.
Over the past 5 years, the total number of reported incidents per year ranged from 29
in FY 1987 TO 67 In FY 1989; FY 1991 incidents totaled 41. During this same 5 year
period, the direct costs associated with repairs due to vandalism was as high as
$6,844 00. Staff time required to respond to these incidents ranged from 34 hours to
149 hours annually.
The Botanic Garden experienced a significant reduction in the monthly incident rate
during the 7 month period the security patrols were in effect. Correspondingly, the
department's repair costs and overtime charges related to these incidents were cut
drastically during the program period.
Funds ($23,333.00) for the Botanic Garden security patrols were deleted from the FY 92-
93 General Fund budget. It was hoped that private funding could be secured to continue
the program. Recently, the Fort Worth Garden Club and the Fort Worth Botanical Society
offered to provide the funds necessary to reinstate the patrols. The Garden Club will
donate one-half the funds needed for a one year contract. The Botanical Society will
donate the other one-half for at least a six month period.
At its meeting on December 15, 1992, the Park and Recreation Advisory Board concurred
with staff's recommendation to "accept a gift of $10,750.00 from the Fort Worth Garden
Club and a gift of $5,375.00 from the Fort Worth Botanical Society for a contract with
a private security firm to patrol the Botanic Gardens." .`

The Director of Fiscal Services certifies that upon receipt of co ntributions discussed
above, and adoption of the attached appropriations ordinance fu nds will be available
in the Special Trust Fund.
The Botanic Garden Division of Park and Recreation Department i s responsible for the
collection and deposit of these funds to the Special Trust Fund
