AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICA-
TION (RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 1992-
1993; PROVIDING FOR THE DELETION OF TWO (2) POSITIONS IN
THE LIEUTENANT'S CLASSIFICATION; PROVIDING THE STATEMENT
OF INTENT TO DELETE EIGHT POSITIONS AT VARIOUS CLASSI-
FICATIONS FROM THE TOTAL AUTHORIZED PERSONNEL AT A LATER
DATE; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Fire Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
civil service positions at each rank in the Fire Department for
the remainder of 1992-1993 Fiscal Year; and
WHEREAS, in previous ordinances, the City Council has
expressed the intent to reorganize certain duties within the Fire
Department, meaning that from time to time, and as normal attri-
tion from the Department occurred, certain civil service positions
would be deleted while at the same time the Department would
maintain efficient operations by redistributing those duties to
other personnel. This intent was expressed as being in the best
interest of the Fire Department and the City of Fort Worth in
providing the citizens of Fort Worth the most efficient fire
protection possible at the lowest expense necessary; and
WHEREAS, recently two vacancies at the rank of Lieutenant
have occurred and said vacant positions are now subject to dele-
tion as expressed in said previous ordinances; and D~FIC~AE RELOAD

more positions at various classifications during the 1992-1993
fiscal year as normal attrition occurs. It is further recommended
that this intent be again expressed so as to negate any expectancy
for promotion into said positions which will be deleted as
vacancies occur; and
WHEREAS, the specification and authorization by ordinance of
the correct number of authorized civil service positions is a
statutory requirement; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That, effective immediately upon passage of this ordinance,
the following positions are the only authorized civil service
positions for each classification (rank) in the City of Fort Worth
Fire Department for the remainder of the fiscal year of 1992-1993
or until a subsequent ordinance is enacted to modify said autho-
rized positions:
Deputy Chiefs 6
Battalion Chiefs 1~

SECTION 2. ' ~T~'
The following number of positions at the following classifi-
cations (ranks) will be deleted upon the occurrence of a corres-

ponding vacancy as normal attrition occurs during the 1992-1993
fiscal year:
Deputy Chief 1
Captain 6
Engineer 1

SECTION 3.
The "Mayor and Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby
expressly incorporated herein by reference for further clarifica-
tion and explanation of the purpose and intent of the Council in
their adoption of this ordinance.
SECTION 4.
This ordinance shall be cumulative of all provisions of pre-
vious ordinances and of the Code of the City of Fort Worth, Texas
(1986), as amended, except where the provisions of this civil
service staffing ordinance are in direct conflict with the provi-
sions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 5.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sen-
tence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted

by the City Council without the incorporation in this ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or
section.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

SUBJECT. DELETION OF TWO LIEUTENANT POSITIONS FROM THE FIRE DEPARTMENT
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance decreasing the
total number of authorized Fire Lieutenant positions from ninety-seven (97) to ninety-
five (95).
DISCUSSION
The Fire Department's FY 1992-93 budget includes a reduction of twenty (20) civil
service positions of various ranks, nine of which were eliminated October 1, 1992 and
eleven to be deleted during the fiscal year through normal attrition. On September 29,
1992, City Council approved M&C G-9865 adopting an ordinance (Ordinance No. 11176).
establishing the authorized strength of civil service personnel in the Fire Department
and stating the Fire Department's intent to delete the eleven (11) additional civil
service positions. Such intent was declared so as to negate any employee expectancy
for promotion into the positions as they become vacant Since that time City Council
has approved the deletion of one Lieutenant position (M&C G-9974).
There are currently two Fire Lieutenant vacancies in the Fire Department with no civil
service eligibility list in effect for the positions. Deletion of the two Lieutenant
positions now will change the current authorized strength as follows:

FISCAL INFORMATION/CERTIFICATION•
The 1992-93 Fire Department budget anticipated these changes, therefore, no additional
costs or savings are realized by the deletions.
