ORDINANCE NO AN ORDINANCE APPROPRIATING $12,000 TO THE GENERAL FUND AND DECREASING THE UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF FUNDING A GANG PREVENTION COORDINATOR POSITION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund in the amount of $12,000, thereby decreasing the unreserved, undesignated fund balance by the same amount, for the purpose of funding a Gang Prevention Coordinator Position. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached supplemental appropriations ordinance increasing appropriations in the General Fund by '$12,000 and reducing the unreserved, undesignated fund balance by the same amount, and 2. Approve the expenditure of $12,000` from the General Fund for the purpose of funding a Gang Prevention Coordinator at the Citizens Crime Commission of Tarrant County, and 3. Authorize the execution of a contract with the Citizens Crime Commission of Tarrant County for the creation of a Gang Prevention Coordinator position. DISCUSSION: The City of Fort Worth has experienced a rapid increase in the amount of gang activity over the past several years At the request of the City Council, the Citizens Crime Commission of Tarrant County has taken a lead role in assessing the level of gang activity in the city and making recommendations for dealing with the problem through the establishment of a Gang Task Force. This Gang Task Force has developed strategies for a grass roots approach to fighting gang-related crime. In addition, the City of Fort Worth and other local agencies have undertaken various initiatives aimed at reducing gang-related crime and violence in the City. With the proliferation of programs underway within the city to combat gang-related activity, the establishment of a coordinating position is now necessary to evaluate and monitor the progress of the Gang Task Force strategies, and to coordinate all groups working on gang-related issues. This position is proposed to work for the Citizens Crime Commission, since the commission is the lead agency for gang strategies, to be paid by the City of Fort Worth through contractual payment. The total cost of hiring one position, with benefits and supplies, is estimated to be approximately $12,000 for the remainder of the 1992-93 fiscal year The FY 1993-94 proposed budget will include a full year of funding for this position at a cost of $50,000 for Council's consideration. Additional duties to be performed by this position include recruiting volunteers to implement the strategies of the Gang Task Force Report, providing staff support to all Gang Task Force committees, developing centralized reporting procedures, overseeing development of educational/training materials/opportunities necessary to keeping the public informed, actively seeking audiences for public education programs, and utilizing the Gang Task Force Advisory Committee more fully in order to encourage greater participation and support of major institutions such as city councils, county commissioners, law enforcement agencies, and school. districts. ~~1 Printed on recycled paper City of Fort Worth, Texas Mayor and Council Communication DATE 07/13/93 REFERENCE NUMBER G-10242 LOG NAME 02 an v PAGE 2 of 2 SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE FOR THE PURPOSE OF FUNDING A GANG PREVENTION COORDINATOR POSITION FISCAL INFORMATION/CERTIFICATION: The Director of Fiscal Services certifies that upon adoption of the attached supplemental appropriations ordinance, funds required for this expenditure will be available in the current operating budget of the General Fund.
