ORDINANCE NO
AN ORDINANCE APPROPRIATING $65,000.00 TO THE ENGINEERING
SERVICES FUND AND DECREASING THE CAPITAL PROJECTS
RESERVE FUND UNSPECIFIED BY THE SAME AMOUNT FOR THE
PURPOSE OF FUNDING THE PURCHASE OF INTEGRATED
ELECTRONIC TOTAL STATION SURVEY EQUIPMENT AND
ASSOCIATED SOFTWARE FOR THE DEPARTMENT OF
ENGINEERING, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93
and in the Budget of the City Manager, there shall also be increased appropriations in the Engineering
Services Fund in the amount of $65,000 00, thereby decreasing the Capital Projects Reserve Fund
Unspecified by the same amount, for the purpose of funding the purchase of Integrated Electronic Total '
Station Survey Equipment and associated software for the Department of Engineering.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, ih which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it
is so ordained.

RECOMMENDATION.
It is recommended that the City Council
1 Approve the transfer of 565,000 00 from the Capital Projects Reserver Fund to the
Engineering Services Fund,
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by 565,000 00 in the Engineering Services Fund from increased revenues,
and
3 Authorize the expenditure of 5140,000 00 for the purchase of integrated electronic total
station survey equipment and associated software for the Engineering Services
Department
DISCUSSION
The Department of Engineering was created in Fiscal Year 1992-93 as an Internal Service Fund
Since October 1, 1992 the Department of Engineering has implemented several cost saving
initiatives directed towards providing quality engineering servicesto other City departments while
reducing costs
One very important current project is the streamlining of the department's Survey Services
Section Over the next year the Department of Engineering will begin a program designed to
modernize the City's total approach to current surveying methods and procedures The first
phase of this effort is the purchase of six electronic total stations along with` data collecting
units that compliment the two units the department currently is utilizing Collecting survey data
electronically not only reduces manpower requirements, but, also ensures greater survey data
accuracy The City's computer aided design system will be expanded and integrated to take full
advantage of the survey equipments capabilities

TOTAL STATION SURVEY EQUIPMENT AND ASSOCIATED SOFTWARE FOR THE
DEPARTMENT OF ENGINEERING
Since this equipment can be operated efficiently with a three member survey crew, this purchase
will allow the elimination of 12 permanent positions in the Survey Services Section for an annual
savings of 5277,437 00 The estimated one time cost to purchase all necessary equipment is
5140,000 00
FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon the approval and completion of
recommendation 1 and the adoption of the attached appropriations ordinance funds for the
above expenditures will be available in the current operating budget of the Engineering Services
Fund
