AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICA- TION IN THE POLICE DEPARTMENT FOR THE FISCAL YEAR 1992- 1993; PROVIDING FOR THE CREATION OF ONE ADDITIONAL LIEUTENANT'S POSITION; PROVIDING FOR THE DELETION OF ONE POLICE OFFICER POSITION; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDI- NANCE; PROVIDING FOR AN EFFECTIVE DATE. BE IT HEREBY KNOWN: WHEREAS, the Police Chief has requested the City Council to readjust and thereafter specify the total authorized number of positions at each classification in the Police Department for the remainder of the 1992-93 Fiscal Year; and WHEREAS, the City's Ordinance 11151, the most recent ordi- nance concerning the authorized and budgeted positions for the Police Department, adjusted the Department civil service staffing as follows: Police Officers 707 Corporal/Detectives 172 Sergeants i12 Lieutenants 42 Captains 12 Deputy Chiefs 5 TOTAL 1050 WHEREAS, pursuant to the continuing efforts to provide the citizens of Fort Worth the most efficient and effective police protection possible, the Police Chief has requested permission to ,~ establish an additional supervisory position to administer and manage those police officers assigned to the "WEED AND SEED PROGRAM"; and o~~~c~~~ R~c~~O CITY SECRIARY FT. WHEREAS, the Police Chief is further requesting that one vacant position in the classification of police officer be deleted as an offset so that no increase results in the total authorized strength of the Department; and WHEREAS, the Police Chief now requests the Council to adjust the authorized number of Police Department civil service positions into conformity with the proposed changes as set forth immediately above in order to effect efficient economy of the operations of the City's municipal services.; and WHEREAS, the specification and authorization of the correct number of budgeted civil service positions is now a necessity; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That effective immediately upon passage of this ordinance, the following positions are the only civil service positions authorized in the City of Fort Worth Police Department for the remainder of the fiscal year 1992-93 or until modified by subse- quent ordinance: Police Officers 706* Corporal/Detectives 172 Sergeants 112 Lieutenants 43** Captains 12 Deputy Chiefs 5 TOTAL 1050 * Deletes one Police Officer position. ** Creates one new Lieutenant's position. -2- OIefICIAI RECORD CITY ~ECR~TAR~ fT. This ordinance shall be cumulative of all provisions of previous ordinances and of the Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of prior civil service staffing ordinances for the Police Department and such Code, in which event conflicting provisions of such ordi- nances and such Code provisions are hereby repealed. SECTION 3. The "Mayor and Council Communication" memorandum which is presented contemporaneously with this ordinance is hereby expressly incorporated herein by reference for further clarifica- tion and explanation of the purposes and intents of the Council in their adoption of this ordinance. SECTION 4. It is hereby declared to be the intention of the City Council that the sections, paragraphs., sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sen- tence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. -3- OFI:ICIAL RECORD CITE' SECR-ETAR~' ET. ~r 0 RTR, TEX. AM .. 11 93 **G-10074 35STREN 1 of 2 SUBJECT REASSIGNMENT OF AUTHORIZED STRENGTH IN THE POLICE DEPARTMENT RECOMMENDATION: It is recommended that the City Council adopt the attached ordinance specifying the authorized positions in the Police Department, increasing by one the number of authorized Lieutenant positions and decreasing the number of authorized Police Officer positions by one. DISCUSSION: The Police Department currently has forty-two (42) authorized Lieutenant positions. A major program change which has been initiated, makes it necessary for the Police Department to request an additional Lieutenant position. One Police Officer position will be deleted so this action will have no impact on total authorized strength. During fiscal year 1991-92, the Department of Justice awarded the Weed and Seed grant to the department and a Lieutenant was loaned to administer and supervise the personnel assigned to the grant. The Weed and Seed grant did not include a supervisory position, therefore, the department had to adjust personnel assignments in order to provide a Lieutenant to the Weed and Seed program. In order to accomplish this change in personnel assignments, the department has been assigning a Sergeant the duties of a Lieutenant and paying the Sergeant acting pay. The Police Department's authorized strength is and will remain 1,050 civil service positions. Upon approval of this request, the following would be the assignment civil service positions authorized for the Police Department: Police Officers 706* Corporal/Detective 172 Sergeants 112 Lieutenants 43** Captains 12 Deputy Chiefs 5 TOTAL 1, 050 O~~l~~~~' R~~~~D C~~Y SE~~~T~RY * Deletes one police officer ** Includes additional Lieutenant position ~"~. ~o~~~, ~~X. By increasing the authorized Lieutenant's positions the department will also be able to promote an African American thereby enhancing the department's Affirmative Action goals of achieving more minority representation at those ranks. The current Lieutenant's promotional list expires on March 30, 1993.
