ORDINANCE NO /e'~` -/
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE
AMOUNT OF $37,707 00 FOR THE PURPOSE OF FUNDING THE
PURCHASE OF WEIGHT EQUIPMENT, FLOORING AND EXERCISE
EQUIPMENT AT THE POLICE TRAINING CENTER, PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1993-
94 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Special Trust Fund in the amount of $37,707.00 for the purpose of funding the
purchase of weight equipment, flooring, and exercise equipment at the Police Training Center
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 11379 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT REPLACE WEIGHT EQUIPMENT AT POLICE TRAINING CENTER
RECOMMENDATION.
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by 537,707 00 in the Special Trust Fund, from increased revenues, and
2 Approve the use of 537,707 00 from., the Special Trust Fund for the purchase of weight
equipment, flooring and exercise equipment to be used by police personnel at the Training
Division
DISCUSSION
The Police Training Division has a weight training room for police personnel to work out in and
the equipment has become dangerous to use Many pieces have been repaired by welding
and/or bolting them together and are now beyond repair The existing carpeting is torn in the
free weight area making it very hazardous, therefore this proposal will replace the carpet with
rubber inter-locking tiles Some of the equipment offer no safety features, posing liability
problems for the department Additionally, injuries are often caused by the use of improper
equipment The longevity of any equipment of the equipment also causes concern The weight
machines currently in use were not designed for heavy use Most commercial grade equipment
offers warranties on the equipment which can range from five years for pulleys, cables, bearings
and ten years to lifetime warranties on the frame
If the Police Department is to maintain entry level physical standards, it is possible the
department will have to implement a physical fitness program for all officers The cost for health
club memberships for all officers would be approximately 515,000 00 per month for 1,000
officers
Lack of physical exercise manifests itself in police officers through a high incidence of
unexplained back problems, excessive absenteeism, accident proneness and generalized inability
to manage home and job stressors Poor physical conditioning also impairs an officer's ability
to react in an emergency, to run, to wrestle, to control by superior strength and to shoot
accurately after running and struggling Several studies have shown that participation in a
regular physical fitness program decreases employee absenteeism, increases job performance
and improves work attitudes
